• Case 99: Request for Final Plat and Final Site Plan Approval for Northfork Office <br />Condos; Case of Saint Andrews Investment Group, LLC <br />Community Development Director Trudgeon stated the City has received a final plat application <br />from Saint Andrews Investment Group, LLC to develop the first stage of Northfork Office <br />Condos, located north of Highway 10 and southwest of the railroad right -of -way on the western <br />border of Ramsey. Saint Andrews Investment Group, LLC is requesting final plat approval of a <br />_portion of the proposed Northfork Office Condo project. The applicant plans to plat the first four <br />buildings, and complete the remainder of the approved preliminary plat later in the year. Mr. <br />Trudgeon advised as noted in the Staff Review Letter, there are revisions to the grading plan that <br />need to occur; staff is confident this can be completed. One of the larger issues with this <br />development was the septic system. Staff has spent time with the developer in regards to this. <br />There is the possibility of complications in the field, and there has been soil testing completed, <br />but further testing will disturb the soil and would be counter - productive. Much of the <br />information regarding the exact location and depth of the system will need to be determined at <br />the time of construction of the system. Staff feels at this time there is enough information <br />regarding the septic system, but it will need to be monitored. The developer is planning to <br />employ EcoCheck to monitor operations, septic tanks, and water quality and functionality. The <br />City will require a copy of a utility operating agreement between EcoCheck and the developer to <br />ensure the consistent maintenance and monitoring of the system. Mr. Trudgeon indicated there <br />was also an issue regarding the sprinkling system. The applicant has met with the Fire <br />• Department several times and submitted a plan that shows to be adequate for what is being <br />proposed. There was also the issue of the road extension to Alpine Drive. The final plat now <br />indicates the platting and construction of 156` Avenue to Alpine Drive that will serve the <br />proposed development. Mr. Trudgeon advised staff recommends approval of the final plat and <br />site plan contingent upon compliance with the City Staff Review Letter specifically addressing <br />the items included in the staff report. <br />Mr. Mike Walz, General Contractor representing Northfork Office Condos, stated the fourth <br />bullet point under Drainage and Grading in the Staff Review Letter requires a sidewalk to be <br />installed along 156` Avenue from Alpine Drive to the west line of the plat. This requirement <br />had never been discussed previously, and was just brought to his attention seven days ago. He <br />stated this 'requirement would add about $8,000 to the project cost and he requests that it be <br />removed. <br />Mayor Gamec asked if the proposed sidewalk will connect to another area. <br />Mr. Walz stated there is currently no sidewalk along Alpine Drive and he finds this sidewalk <br />pointless. <br />Councilmember Elvig indicated the Economic Development Authority has had discussions <br />regarding trails being included in industrial parks. He noted his building in the City of Anoka is <br />required to have a sidewalk and it is an amenity, but it is in a larger space than this development. <br />It has been the City's intention to have connecting trails; he could advocate for a trail here, but <br />• does not understand the purpose for a sidewalk. <br />City Council / December 28, 2006 <br />Page 19 of 27 <br />-127- <br />
