Council has received a sheet outlining the issues associated with these projects. Mr. Jankowski • <br />discussed with Council the following issues associated with the 157 Lane Street and Utility <br />Project (staff recommendation in italics): <br />Right -of -way: Additional right -of -way is needed as described below: <br />(a) West 40% of 157 has only 33 feet of dedicated right -of -way <br />■ Purchase additional 33 feet from property owners and assess back as a project cost. <br />■ Require property owners to dedicate additional right -of -way <br />Councilmember Elvig noted property owners would likely be willing to dedicate the right -of- <br />way, but not necessarily to their neighbors. He suggested property owners dedicate the <br />additional right -of -way to the project, and that cost be removed from their portion of the bill to <br />reduce some of their cost. <br />Public Works Director Olson pointed out this would increase the cost for the others participating <br />in the project. If the right -of -way is purchased from the property owners that cost would be put <br />into the total project costa <br />(b) Need extended right -of -way to the east to facilitate ultimate development of Welinski / <br />Mar Enterprise lots. <br />■ Require property owners to dedicate additional right -of -way. <br />■ Purchase right -of -way and assess back as a project cost. <br />(c) Need 60 feet of right -of -way through Smith property to connect to Dolomite • <br />• City to purchase right -of -way <br />■ Purchase right -of -way and assess back as a project costa <br />Councilmember Elvig stated he would advocate a project cost with this right -of -way. It is truly a <br />benefit to the property owners to be able to split their lots, which they cannot do without the <br />connection. He suggested consideration of including a large connection T at the Dolomite <br />intersection due to the anticipation that property owners will want to buy in and have a spur to <br />their property from the sewer and water spurring out from this location. <br />City Engineer Jankowski indicated there will be an extension of the water and sewer mains in <br />this area; however, there will need to be a review of how the sewer can be served due to the <br />grade. <br />Councilmember Elvig noted a policy issue to consider is whether these property owners can sell <br />sewer rights to the residents to the south. <br />Mayor Gamec requested information regarding the cost of this right -of -way purchase. <br />Mr. Justin Femrite, Bolton & Menk, indicated the estimated cost of acquiring the right -of -way <br />for the portion of Dolomite Street is approximately $6,300. The estimated cost for the street <br />connection is approximately $41,000.
