• PERSONNEL COMMITTEE <br />CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br />The Personnel Committee conducted a regular meeting on Tuesday, January 23, 2007, at the <br />Ramsey Municipal Center, 7550 Sunwood Drive NW, Ramsey, Minnesota. <br />Members Present: Chairperson David Jeffrey <br />Councilmember John Dehen <br />Councilmember Mary Jo Olson <br />Also Present: Human Resources Manager Givonna Reed <br />Interim City Administrator Heidi A. Nelson <br />Public Works Director Dean Kapler <br />CALL TO ORDER <br />Chairperson Jeffrey called the regular meeting of the Personnel Committee to order at 5:30 p.m. <br />CITIZEN INPUT <br />. There was none. <br />APPROVE AGENDA <br />Motion by Councilmember Olson, seconded by Councilmember Dehen, to approve the agenda as <br />submitted. <br />Motion carried. Voting Yes: Chairperson Jeffrey, Councilmembers Olson and Dehen. Voting <br />No: None. <br />COMMITTEE BUSINESS <br />Case #1: Consider Approving a Post - Employment Health Care Savings Plan for the <br />LELS Sergeants Bargaining Unit <br />Human Resources Manager Reed Kone stated in 2006, at the request of the Sergeants union, <br />staff began researching post - employment health care savings plans. The purpose of post- <br />employment health care savings plans is to use pre -tax dollars to help defray some of the costs <br />associated with health insurance for retirees. The proposed post- employment health care savings <br />plan allows employees who are members of the Sergeants union to contribute eligible sick and <br />vacation leave to an interest bearing trust account. The monies go into the account at the <br />termination of employment and are available to the retiree and covered dependents as <br />reimbursement for eligible medical expenses. Without this program, retirees would be required <br />• to take any sick or vacation severance they are entitled to as taxable income.
