• community service officer on January 24, 2007, or soon thereafter, at an hourly rate of $15.30
(2006 pay scale).
Motion carried. Voting Yes: Chairperson Jeffrey, Councilmembers Olson and Dehen. Voting
No: None.
Case #3: Consider Resolution Appointing Board and Commission Members
Human Resources Manager Reed Kone stated currently, there are four vacancies to be filled on
the Park and Recreation Commission, the Environmental Policy Board, and the Public. Safety
Board. These positions were advertised and seven applicants were interviewed for the four
vacant seats. The interview panel consisted of the three members of the Personnel Committee,
and the chair and vice chair of the Park and Recreation Commission, the Environmental Policy
Board, and the Public Safety Board. The recommendation for appointments is as follows:
Park and Recreation Commission
■ Ms. Bridget Barr to a term expiring Dec. 31, 2010
Environmental Policy Board
• Mr. Michael Max to a term expiring Dec. 31, 2010
• Mr. Mark Anderson to a term expiring Dec. 31, 2008
• Human Resources Manager Reed Kone indicated the interview panel tabled the appointment of a
Public Safety Board member. Staff recommends the above appointments be made.
Chairperson Jeffrey suggested the recommended appointments be made to the Park and
Recreation Commission and the Environmental Policy Board, and that the vacancy for the Public
Safety Board be posted and advertised for additional candidates to come forward, including on
the website and the readerboard on Nowthen Boulevard.
Human Resources Manager Reed Kone indicated City Charter requires that vacancies be
advertised in the Ramsey Resident, which was done in the January issue. She clarified this
advertisement would go forward with cable, the readerboard, and the website, but not the
Ramsey Resident.
Councilmember Dehen expressed concern regarding how many times the Public Safety Board
vacancy will be advertised to get a suitable candidate, and regarding the procedural process of
bringing candidates in, tabling the appointment, and getting more candidates in. He indicated
there should be a process for appointment, and if there is not the input they want from the
citizens they should interview and appoint the best candidate.
Chairperson Jeffrey directed staff to provide the Committee with the Appointment Policy to be
considered for amendment at a future meeting.
Motion by Councilmember Olson, seconded by Councilmember Dehen, to recommend the City
• Council appoint the following board and commission members:
Personnel Committee / January 23, 2007
—197—
