CASE # ` <br />• <br />2007 ANNUAL STREET MAINTENANCE PROGRAM <br />By: Steven J. Jankowski, City Engineer <br />Background: <br />At tonight's meeting, public hearings will be held on Improvement = Projects #07 -02 <br />through #07 -11, which comprise the 2007 Annual Street Maintenance Program. The City <br />has a considerable investment in the 161 miles of bituminous street for which it is <br />responsible. The City has established the practice of applying timely preventative <br />maintenance to the pavements to preserve this investment. Although budget constraints and <br />pavement conditions may alter the actual schedule, the table below presents an idealized <br />timetable for pavement maintenance. <br />Typical Bituminous Street Maintenance Cycle <br />Year Action <br />0 'Construction <br />5 Sealcoat <br />12 Sealcoat <br />19 Overlay <br />24 Sealcoat <br />• The Ci ty program has had an annual maintenance ro am since 1981. Through the 1990 program it <br />was the City's policy to assess the total cost of the maintenance programs. Beginning in <br />1991, the City changed the policy and currently assesses 50 percent of the total project cost, <br />with the City general fund financing the remaining half. A copy of the current assessment <br />policies is included as Appendix B of the attached feasibility study. <br />The 2006 program consists of eleven individual projects addressing the maintenance needs <br />on 20.73 miles of City streets. Projects 07 -01 through 07 -07 which covers 15.27 miles of <br />City streets, will receive a sealcoating preceded by sealing of cracks having widths which <br />exceed one - quarter inch. The 2007 program includes sealcoating of 3.53 miles of MSA <br />streets and is included in project 07 -07. Projects 07 -08 through 07 -11 which involve 5.46 <br />miles of street, will receive a one and one -half inch bituminous overlay of the existing <br />bituminous pavement following the repair of failed areas by the Public Works Department. <br />The 2006 program is proposed to be financed through a number of funding sources <br />including MSA funds, developer escrows, special assessments, and City general funds. A <br />summary of the anticipated funding is presented below. <br />Project 06 -01 will not be an assessment project since funds for the first sealcoating of <br />newly constructed streets have been escrowed by the project developer for this purpose. <br />• Project 07 -07 is comprised of collector MSA streets which experience higher project costs <br />because of their wider pavement and need for stripping and pavement markings.
