This project will assess fronting properties along • <br />these streets the average sealcoating assessment for 2007 program in accordance with <br />Assessment Policy No 6. The remaining projects have been aggregated by subdivision or <br />similar lot sizes and will be assessed per unit in accordance with Assessment Policy No. 1. <br />Table 5 of the feasibility study summarizes this year's project costs and anticipated <br />individual assessments. The total cost of all improvements is anticipated to be $896,608, <br />of which $32,332 will come from developer escrows and $1- 24,000 will be financed <br />through MSA funds. Funding for individual projects is divided equally between <br />assessments and the City general fund budget. Sealcoat project assessments are anticipated <br />to range between $221 and $316 per property. The overlay projects have anticipated <br />assessments which.range between $1,194 and $2,053 per property. <br />Notice has been sent to all benefited property owners as required by City Code and <br />Minnesota Statues Chapter 429. In addition a resident meeting on the program was held on <br />January 31, 2007. More than twenty residents attended this open house and another ten <br />residents phoned staff with questions or comments as a result of the open house <br />notification. In addition to answering questions regarding the program, residents identified <br />several locations where drainage and other types of improvements should be made prior to <br />the contracted work being performed. Staff will investigate the suggested drainage <br />improvements and prepare a program to address them prior to the contract being let for the <br />street work. <br />Following the public hearing, the Council should direct an revisions to the feasibility • <br />Y <br />study it deems necessary as a result of the comments made at the public hearing, as the <br />feasibility study will serve as the basis for determining the work to be performed and the <br />method in which costs will be financed. Assuming no petitions are received from a <br />majority of the benefited properties opposing the improvement, the Council will be asked <br />to order the projects at the April 24, 2007 meeting. It is anticipated that contracts will be <br />awarded at the May 22, 2007 Council meeting and work will be performed during June <br />through July. Final costs will be presented at the assessment hearing on September 25, <br />2007. Residents wishing to pay the assessment for the work will have until November 1, <br />2007 to pay the assessed amount to the City.
