<br />TRUTH IN TAXATION <br />CITY OF RAMSEY <br />ANOKA COUNTY <br />ST ATE OF MINNESOTA <br /> <br />The Ramsey City Council conducted the annual Truth in Taxation public hearing on Monday, <br />December 4, 2006, at the Ramsey Municipal Center, 7550 Sunwood Drive NW, Ramsey, <br />Minnesota. <br /> <br />Members Present: <br /> <br />Mayor Thomas Gamec <br />Councilmember David Elvig <br />Councilmember David Jeffrey <br />Councilmember Mary Jo Olson <br />Councilmember Al Pearson <br />Councilmember Sarah Strommen <br /> <br />Members Absent: <br /> <br />Councilmember Todd Cook <br /> <br />Also Present: <br /> <br />City Administrator James E. Norman <br />Finance Officer Diana Lund <br />Assistant City Administrator Heidi Nelson <br /> <br />CALL TO ORDER <br /> <br />Mayor Gamec called the Truth in Taxation hearing to order at 6:05 p.m. <br /> <br />Mayor Gamec commented that the purpose for the Truth and Taxation hearing is to review the <br />proposed 2007 budget. He explained that people often confuse the purpose of this meeting with <br />the Board of Review meeting that is held in April. The Board of Review meeting is when <br />residents would bring in their tax statement and dispute their property tax valuation. He noted <br />that because of State mandate some people are seeing 20% increase in their property valuations <br />this year, but that is something that should be addressed at the Board of Review meeting. <br /> <br />City Administrator Norman stated that this meeting was to hold a public hearing regarding the <br />2007 proposed general fund budget. He noted that if people were attending the meeting due to <br />the increase of their property valuation that is something the City has no control over. In regards <br />to the 2007 proposed budget, it was preliminarily set back in September, but since that time the <br />City Council has made a significant amount of cuts. Those cuts would not be reflected on the <br />property tax statements the residents had already received. <br /> <br />Finance Officer Lund reviewed the packet of information provided to the residents at the meeting <br />pertaining to the 2007 general fund budget. Ms. Lund provided a brief explanation of what tax <br />capacity value and tax capacity value. She also provided an explanation of how the property tax <br />dollar is broken down between the City, County, School District, and other. Ms. Lund also noted <br />that neither the budget nor the levy have anything to do with Ramsey Town Center.
