TRUTH IN TAXATION
CITY OF RAMSEY
ANOKA COUNTY
ST ATE OF MINNESOTA

The Ramsey City Council conducted the annual Truth in Taxation public hearing on Monday,
December 4, 2006, at the Ramsey Municipal Center, 7550 Sunwood Drive NW, Ramsey,
Minnesota.

Members Present:

Mayor Thomas Gamec
Councilmember David Elvig
Councilmember David Jeffrey
Councilmember Mary Jo Olson
Councilmember Al Pearson
Councilmember Sarah Strommen

Members Absent:

Councilmember Todd Cook

Also Present:

City Administrator James E. Norman
Finance Officer Diana Lund
Assistant City Administrator Heidi Nelson

CALL TO ORDER

Mayor Gamec called the Truth in Taxation hearing to order at 6:05 p.m.

Mayor Gamec commented that the purpose for the Truth and Taxation hearing is to review the
proposed 2007 budget. He explained that people often confuse the purpose of this meeting with
the Board of Review meeting that is held in April. The Board of Review meeting is when
residents would bring in their tax statement and dispute their property tax valuation. He noted
that because of State mandate some people are seeing 20% increase in their property valuations
this year, but that is something that should be addressed at the Board of Review meeting.

City Administrator Norman stated that this meeting was to hold a public hearing regarding the
2007 proposed general fund budget. He noted that if people were attending the meeting due to
the increase of their property valuation that is something the City has no control over. In regards
to the 2007 proposed budget, it was preliminarily set back in September, but since that time the
City Council has made a significant amount of cuts. Those cuts would not be reflected on the
property tax statements the residents had already received.

Finance Officer Lund reviewed the packet of information provided to the residents at the meeting
pertaining to the 2007 general fund budget. Ms. Lund provided a brief explanation of what tax
capacity value and tax capacity value. She also provided an explanation of how the property tax
dollar is broken down between the City, County, School District, and other. Ms. Lund also noted
that neither the budget nor the levy have anything to do with Ramsey Town Center. The City has
no financial obligations pertaining to the Ramsey Town Center.

City Council Truth in Taxation/December 4, 2006
Page 1 of9
