Mr. Trudgeonexplained this property is currently for sale and thus, the future status of both
current and prospective tenants, including RV World, Inc. is uncertain. Considering this, staff
has revised the proposed IUP to incorporate the provisions suggested by the Planning
Commission and recommends approving the request.

Councilmember Dehen asked if the R V storage is for an overabundance of R V s or if R V World
is storing other people's RVs for profit.

Mr. Trudgeon replied his understanding is the RVs are excess inventory and drawn down
throughout the year. Typically they have found by August almost all of the RVs are gone. It is
not a case where RV World is storing property over a certain period oftime for other people and
charging rent.

Councilmember Dehen questioned if not requiring the blacktopping would be sending the wrong
message that this particular entity is an exception to the requirements.

Mr. Trudgeon replied the back of the property does not have a prepared surface; anything would
be an improvement. The term of not requiring the blacktopping until October seems to be
reasonable given RV World will need to start storing on the site immediately, coupled with that
they will need to pave in the future. Staff is comfortable with this given that the surface will
eventually be paved inthe second year.

Councilmember Dehen questioned ifRV World has an out to the paving being completed.

Community Development Director Trudgeon replied the business may be sold in six months and
the new owner may want to do something else with the building, so there is a real possibility RV
World may just go through one season and decide to move on or the new owner would not renew
the lease. It has been the concern of staff and the Planning Commission that to go along on
something without knowledge of what will happen is just speculation. In trying to find a way to
work with people, the compromise was to get RV World through the season, and if there is a
possibility ofRV World staying at the site they need to pave.

Mayor Gamec questioned if it would be difficult to deny the IUP in the future if the terms are
being followed by RV World.

Mr. Trudgeon replied there is no guarantee that the permit will be approved. A future interim
use permit would be a separate process given the situation at that time.

Councilmember Elvig stated the EDA has been working on buying properties in this area and in
the industrial park that are less than attractive, and to try to improve them to bring the land
values up. He is not sure this is the spot for this RV storage in the interior of their industrial area
and across the street from residential land on a very visible road.

Councilmember Look commented there might be an argument that could be made that this would
be an improvement to what is currently stored here. This is a short term proposal and they would
be helping a business out. Perhaps at some point this corner would be developed for something,

City Council / January 23, 2007
