Planning and Zoning approved this and he would <br />be in favor of it at this point. <br /> <br />Councilmember Strommen stated she agrees this is short term. She does not think is would not <br />be counter to what the EDA is trying to do in this area; the property is for sale and RV World <br />could be here less then two years depending on what happens to the sale of the property. <br /> <br />Councilmember Jeffrey observed one of the Planning Commission conditions requires the <br />installation of pavement no later than October 31, 2007, while another requirement is that use of <br />the site for the second year requires the installation of pavement. He expressed his preference in <br />requiring one or the other of these conditions. He questioned if class 5 will be required before <br />vehicles are parked on the site if it is not paved right away. <br /> <br />Mr. Trudgeon explained RV World would be able to use the existing surface as it currently <br />stands. The applicant has been working on the site and has brought in some class 5; he does not <br />know to what extent. <br /> <br />Councilmember Dehen questioned what the down side would be to a one year permit. <br /> <br />Community Development Director Trudgeon replied that is a possibility; it was done previously. <br />RV World would likely want more certainty, but given the status of the property he is not certain <br />anyone can guarantee certainty regarding the property. <br /> <br />Mayor Gamec questioned the economic feasibility of installing the blacktop in one year with one <br />year remaining on the permit. <br /> <br />Councilmember Jeffrey concurred. <br /> <br />Community Development Director Trudgeon indicated staff recommended a $5,000 surety, <br />which the Planning Commission removed as a condition. This R V storage is something that is <br />annually discussed, especially in the case of RV World. They can look at a one year basis, but <br />RV World will be back, whether it is this site or another site. In the years past when RV World <br />used the B & A Cylinder site there was no problem of them staying too long or selling from the <br />site. Finding the appropriate site for their RV storage has been the challenge. <br /> <br />Councilmember Olson commented it is curious RV World is willing to put this much of an <br />investment in a property that is on the market. <br /> <br />Mayor Gamec noted there are several locations the City did not want the R V s stored. This <br />location would be for the short term. He questioned if it would be difficult for the City to deny <br />an IUP in the future due to the approval of this permit. <br /> <br />City Attorney Goodrich replied not ifRV World fails to meet the conditions of the permit. <br /> <br />Councilmember Dehen inquired about the purpose ofthe waiving of the $5,000 escrow. <br /> <br />City Council / January 23, 2007 <br />Page 16 of 28 <br />
