<br />Associate Planner Geisler replied the discussion at the Planning Commission meeting was that <br />the escrow is too much of a burden, especially if the permit were to just be for one or two years. <br /> <br />Mayor Gamec inquired about the ability of the City to require the paving to be completed if it is <br />not installed. <br /> <br />Community Development Director Trudgeon explained it becomes a matter of enforcement. <br />There is often better cooperation if there is an escrow held. The City has sureties for things like <br />making sure people build their house if they are building an accessory structure first. <br /> <br />Motion by Councilmember Look, seconded by Mayor Gamec, to adopt Resolution #07-01-040 <br />adopting Findings of Fact #0788 relating to a request from RV World, Inc. for an Interim Use <br />Permit for outdoor storage on the property at 6300 Bunker Lake Blvd NW. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Look, Dehen, Jeffrey, Olson, and <br />Strommen. Voting No: Councilmember Elvig. <br /> <br />Motion by Councilmember Look, seconded by Mayor Gamec, to adopt the resolution declaring <br />terms of the Interim Use Permit to allow for outdoor storage on the property at 6300 Bunker <br />Lake Blvd NW, based on the findings of fact. <br /> <br />Further discussion: Councilmember Jeffrey questioned if the motion includes the requirement <br />for a financial guarantee. Mayor Gamec noted the resolution states that the pavement must be <br />installed by October 31, 2007. If the surface is not installed before the fall season the permit <br />would be denied, so they do not necessarily need the $5,000 escrow. If the surface is not paved <br />the property would be in the same situation as it currently is. Councilmember Look commented <br />it would be somewhat unusual to pave this portion of the parcel while the rest remains unpaved. <br />Councilmember Dehen stated ifRV World does not pave the surface by October 31,2007, it will <br />be considered the next time they are looking for property and want the City's assistance. Mayor <br />Gamec stated if RV World does not pave the surface they would have a difficult time getting a <br />vote for this again. Councilmember Elvig stated he is familiar with this business and they run a <br />good operation. His concern is that people think the City is being inundated with R V s in the <br />community. The City will likely hear about it when there are RVs being hauled in across the <br />street from a residential area. This sends a difficult message and he cannot agree with the <br />location. Councilmember Dehen commented this has been a problem for four years with RV <br />World looking for a spot. It is RV World's obligation to create a more permanent situation, <br />instead of trying to have different temporary spots. This is a long term issue R V World is going <br />to have to deal with instead of dealing with it every year or two. Councilmember Jeffrey stated <br />he would like a financial guarantee for the installation of the pavement to be included in the <br />resolution. Consensus of the Council was that the resolution should include the requirement for <br />an escrow to ensure the pavement is installed, and that the escrow would be refunded if the <br />blacktop is installed or the property is sold and the lease is terminated. <br /> <br />Motion on the floor was amended as follows: To adopt Resolution #07-01-041 declaring terms of <br />the Interim Use Permit to allow for outdoor storage on the property at 6300 Bunker Lake Blvd <br />NW, based on the findings of fact, with the addition of the following condition: requirement of <br /> <br />City Council / January 23, 2007 <br />Page 17 of28 <br />
