an $5,000 escrow until the installation of pavement is completed or the property is sold and the
lease is terminated.

Motion carried. Voting Yes: Mayor Gamec, Councilmembers Look, Dehen, Jeffrey, Olson, and
Strommen. Voting No: Councilmember Elvig.

Case #6:

Introduce Ordinance to Rezone Certain City-Owned Properties to Public-
Quasi Public; Case of City of Ramsey

Community Development Director Trudgeon indicated the City of Ramsey has recently codified
a public-quasi public zoning district. Within this district, all government buildings are permitted.
In an effort to include City-owned buildings within this district, staff is presenting a case to
rezone both the current fire station located at 15050 Armstrong Boulevard and the public works
facility at 14100 Jasper Street to Public-Quasi Public. Mr. Trudgeon reviewed that the creation
of the Public-Quasi Public Zoning District occurred with the 2002 Comprehensive Plan update.
In the summer of 2006, the Planning Commission and City Council approved the creation of
standards for the new zoning district. The intent of the district is to accommodate public and
semi-public uses such as government buildings, parks, schools, and public and private utility
stations. Most of Ramsey's city-owned parcels already appear in the public-quasi public zoning
district.

Mr. Trudgeon stated it has come to staffs attention that the Ramsey Fire Station on Armstrong
Boulevard and the public works facility on Jaspar both still resemble their original zoning. The
fire station located at 15050 Armstrong Boulevard is currently zoned R-l Residential. The
public works facility is currently zoned E-2 Employment. In order to come into conformance
with the Comprehensive Plan, these parcels must be rezoned to Public-Quasi Public. Under the
new zoning district (Public-Quasi Public), the performance standards may defer to B-1 Business
where applicable, subject to the Zoning Administrator's determination. Most public-quasi public
uses resemble commercial-type operations. Mr. Trudgeon advised staff recommends rezoning
the property whose addresses are 15050 Armstrong Boulevard and 14100 Jaspar Street. The
Planning Commission unanimously recommended approval of the rezoning.

Councilmember Jeffrey clarified with Mr. Trudgeon that this rezoning is consistent with the
Comprehensive Plan.

Motion by Councilmember Jeffrey, seconded by Councilmember Elvig, to adopt Resolution #07-
01-042 adopting Findings of Fact #0789 and introducing an ordinance to rezone the Fire Station
and Public Works Facility from R-l Residential and E-2 Employment, respectively, to Public-
Quasi Public.

Further discussion: Councilmember Elvig questioned if this rezoning has the potential of
locking this land in to be dedicated property. He noted the City is considering the potential of
moving the public works facility to a larger space, and they may have to capture revenue from
this property by selling it back to a private use. Mr. Trudgeon stated it is important to point out
this is just a zoning designation that could be changed in the future to the appropriate use if the
,land were to be sold. This zoning designation is not as strong as land that is dedicated as park,

City Council / January 23, 2007
