Minnesota law encourages property owners to restore
or renovate their older homes. This law, commonly referred to a "This Old House,"
exempts from the property tax all or a portion of the value of improvements made to
homes 45 years of age or older for up to 15 years. Generally, if you are contemplating
an improvement project under this program, the following requirements must be met:
~ Property must be receiving the homestead classification.
~ The structure (home) must be at least 45 years old at the time the improvement
commences.
~ Assessor's market value must be less than $400,000 prior to the improvement
proj ect.
~ The project must add $5,000 or more in anyone year to the assessor's market
value.
~ You must obtain a building permit for construction of the improvement before
the work commences.
~ The property owner must make the application for the building permit.
Since there are numerous details that are beyond the scope of this article,
please call or stop in and the Assessor's office can answer your questions or mail you
an information sheet that contains many of the guidelines for this program.
New Construction. Appraisers from the Assessor's office are inspecting
all new construction within the City. New homes, additions, and remodels will be
physically inspected according to the Uniform Building Code, and valuations determined
as of the assessment date of January 2, 2001. Any construction, which is not complete,
will receive a partial value based on the percent of completion as of January 2, 2001.
These projects will be reinspected in the following year(s) until the project is complete
so that an accurate estimate of value can be determined.
Truth In Taxation Hearings. The City is required by law to hold truth in
taxation hearings before the levy is approved by the City Council. This year, the Truth
in Taxation hearing for the City of Ramsey is scheduled for December 4, 2000 at 6:00
p.m. in the City Council Chambers. The public is welcome to participate and voice
their opinions.
Try not to become a success, but rather try to become a man of value. - Albert Einstein

President's Message

Our club activity was very
heavy in the last two months. We
worl(ed the parking at the Game Fair
on the 2nd weel(end of August. This
activity is traditionally one our largest
moneymakers. The weekend of
August 18th, we handled the beer
concessions at the N owthen
Threshing Show, which also earned
extra revenue for the Club. We also
handled the food and beer
concessions for the Ramsey Happy
Days celebration on September 16th
and the food concessions for the
Women of Today craft show on
October 14th. We are entering a
float in the Anoka Halloween parade
on October 28th.
We paid the cost of
eyeglasses for a needy Ramsey
student and donated $6,000 to the
Wellness Van for a future field eye
tester. We donated $200 to our
district eye banle The Club was able
to help a student go on a Washington
D.C. field trip and donated monies
to a Ramsey family battling cancer.
We had Ramsey mayor,
Tom Gamec as our guest speal(er
at our August 2nd meeting. The
Ramsey fire chief was a guest
speaker for our September 6th
meeting. We would lil(e to
encourage Ramsey residents to
come to our meetings at the Super
Bowl on the 1 st and 3rd Wednesdays
of the month at 7:30 p.m. We have
already added five new members
since July.
