14 <br />BUCKTHORN, <br />RHAMNUS FRANGULA <br />RESTROCTED SOLD <br />AFTER 2001. <br />You may be aware that <br />common buckthorn, Rhamnus <br />cathartica has become an invasive <br />problem in our woodlands, <br />out - competing native vegetation. Its <br />cousin, smooth or European <br />buckthorn, Rhamnus frangula has <br />also become an invasive problem in <br />some wetland and moist woodlands. <br />European buckthorn has been <br />declared a Restricted Noxious Weed <br />and will not be allowed to be sold or <br />distributed Minnesota after <br />December 31, 2000. European <br />buckthorn, also known as glossy <br />buckthorn, includes cultivars such as <br />"tallhedge" and "fernleaf <br />buckthorn, which have been <br />common in the nursery and <br />landscape trade. <br />Buckthorn will be allowed <br />to be transported out of Minnesota <br />for sale elsewhere but the exporter <br />will need to get a permit to do so. <br />To obtain a permit, you must submit <br />a plan outlining steps you will take <br />to prevent it spread within our state. <br />For permit, contact: Chuck <br />Dale, Supervisor, seed and Noxious <br />Weed Unit, Agronomy and Plant <br />Protection Division, (651) 296 -6123, <br />Chuck. Dale @state.mn.us <br />A YOUTH FIRST THANK You!! <br />At this very special time of the year, Andover, Anoka and Ramsey Youth <br />First would like to take a moment to thank the communities for their generous support. <br />Over the year, we have been able to provide several events for the youth of our <br />communities. At all the events we are able to give many prizes away. This would not <br />be possible without the financial held of the cities of Andover, Anoka and Ramsey, <br />several businesses, service organizations and the countless volunteers. <br />This year, we kicked off a very positive program, called our Character <br />Education. This is brought to your community through Franklin Elementary, Ramsey <br />Elementary, Sandburg Middle School, Anoka High School, St. Stephen's School, local <br />churches, several businesses and the Anoka Union Newspaper. This is a common <br />thread that is teaching our children to be responsible, respectful. Socially competent, <br />compassionate, appreciative of diversity, committed to learning, integrity, constructive <br />time use, support /cooperation and the values /assets needed to be healthy youth. <br />Together, we can create a caring community and provide positive tools for youth <br />everyday to help them to be great kids. <br />At our December Youth First meeting, we highlighted adults from the <br />communities that have made a difference in the life of a child. Kids were invited to <br />write an essay about an adult that has taught them to believe in themselves and become <br />who they are today. This is a meaningful dialogue <br />and we welcome you to attend. <br />You are also encourage to come to a morning Youth First meeting to visit with <br />other community members who share an interest in raising healthy youth.
