All official notices, meeting schedules and City Council agendas are published in the Anoka Union as required by City Charter and State Statutes. CERTIFICATION OF DELINQUENT SERVICE BILLINGS Ramsey City Ordinances and Minnesota Statutes allow for the annual certification of delinquent service billings, which may include water, sewer, street lighting, recycling, storm water, penalties incurred, and any other types of service billings that are unpaid as of September 1, 2001. Failure to pay would result in the entire past-due amount being assessed against the property, payable with property taxes payable in 2002. An administrative fee plus interest will be charged. Notices will be mailed to service addresses with delinquent billings the first weel< of September notifying the property of the delinquent billing and what will tal<e place. A public hearing to address unpaid service billings will be held on September 25,2001, at the Ramsey Municipal Center, 15153 N owthen Boulevard, Ramsey, Minnesota. To avoid receipt of a notice of delinquent service billings, payments for utility billings must be received by Connexus Energy by September 1, 2001. Other delinquencies should be paid directly to the City of Ramsey and must be received by September 1, 2001. T AX INCREMENT ANNUAL DISCLOSURE The fiscal disparity property tax provision provides that the growth in commercial-industrial property tax values is shared throughout the Metropolitan Area. In a tax increment financing district, this value sharing can either result in a tax increase for other properties in the municipality or result in a decrease in tax increment financing district revenue depending on how the tax increment financing district is established. Tax Increment Financing Districts # 1, #2, and #4 located in the City of Ramsey do not share its growth in commercial-industrial property tax values. This results in an increase in property taxes for other properties located in the City of Ramsey. For taxes payable in 2000, this increase in taxes on other properties amounted to $152,066.
