All official notices, <br />meeting schedules and City Council agendas are published in <br />the Anoka Union as required by City Charter and State <br />Statutes. <br /> <br />CERTIFICATION OF DELINQUENT <br />SERVICE BILLINGS <br /> <br />Ramsey City Ordinances and Minnesota Statutes <br />allow for the annual certification of delinquent service billings, <br />which may include water, sewer, street lighting, recycling, <br />storm water, penalties incurred, and any other types of <br />service billings that are unpaid as of September 1, 2001. <br />Failure to pay would result in the entire past-due amount <br />being assessed against the property, payable with property <br />taxes payable in 2002. An administrative fee plus interest <br />will be charged. <br />Notices will be mailed to service addresses with <br />delinquent billings the first weel< of September notifying the <br />property of the delinquent billing and what will tal<e place. <br />A public hearing to address unpaid service billings will be <br />held on September 25,2001, at the Ramsey Municipal <br />Center, 15153 N owthen Boulevard, Ramsey, Minnesota. <br />To avoid receipt of a notice of delinquent service <br />billings, payments for utility billings must be received by <br />Connexus Energy by September 1, 2001. Other <br />delinquencies should be paid directly to the City of Ramsey <br />and must be received by September 1, 2001. <br />If you have questions regarding this process, please <br />contact the Finance Office at (763) 427-1410. <br /> <br />T AX INCREMENT ANNUAL <br />DISCLOSURE <br /> <br />The fiscal disparity property tax provision provides <br />that the growth in commercial-industrial property tax values <br />is shared throughout the Metropolitan Area. In a tax <br />increment financing district, this value sharing can either result <br />in a tax increase for other properties in the municipality or <br />result in a decrease in tax increment financing district revenue <br />depending on how the tax increment financing district is <br />established. <br />Tax Increment Financing Districts # 1, #2, and #4 <br />located in the City of Ramsey do not share its growth in <br />commercial-industrial property tax values. This results in <br />an increase in property taxes for other properties located <br />in the City of Ramsey. For taxes payable in 2000, this <br />increase in taxes on other properties amounted to $152,066. <br /> <br />What we see depends mainly on what we look for. - John Lubbock <br />
