5 Laws And Regulations COMMERCIAL VEHICLES IN RESIDENTAL AREAS Ramsey's off-street parking ordinance restricts the outside storage of commercial vehicles and equipment in residential districts. The three l(ey requirements of City Code include ownership, screening and parking surface pad. All vehicles and equipment must be owned or leased by the homeowner, or owned or leased by the employer of the homeowner. Any commercial vehicle larger than a standard pick-up or van and commercial equipment should be stored or parked indoors. If this is not possible the commercial vehicles or equipment must be stored in the side or rear yard of the property and screened to a degree of 75% from the street and all neighboring properties. This is usually accomplished by fencing and/ or landscaping. The Code also has a minimum parl(ing surface requirement. In the urban areas of Ramsey - the area within the Metropolitan Urban Services Area boundary (MUSA) - the Code requires bituminous pavement or concrete. In the rural areas outside the M.U.S.A. boundary; the Code requires a con-bit or prepared gravel surface. No commercial vehicles and equipment may be stored outside in a residential district if it does not meet the above standards. '( - ~ DOG REGULATIONS The Ramsey City Council realizes that dogs are an important part of the community in that they provide companionship, recreation, and protection for many citizens. The Council realizes that if not properly treated and controlled, a dog may become a nuisance and a hazard to persons and property. One way the City controls dogs is through licensing. The City limits two dogs per residence. Three or more dogs requires either an administrative l(ennellicense or a conditional use permit for a l(ennellicense. Call (612) 427-1410 and asl( for the City Planner for additional information on a kennel license. The City Code requires all dogs to be licensed. Licenses are available, for a fee, from the City upon proof of rabies vaccination (required once in every 24-month period and prior to the age of six months). Licenses are for a two-year period. The City of Ramsey sponsors a pet clinic, provided vendors are available, in late April of each year. At that time, dog licenses are offered at a reduced rate. An owner or l(eeper of a dog must require the dog to be under the control and in custody of a person of sufficient age to adequately control the dog at all times while the dog is off the premises of the owner. The owner of a dog found running at large is guilty of a misdemeanor. Remember to take a scoop along when walking your dog! Section 5.09.03, Subd. 19 requires any person who owns or has custody of a dog to clean up dog excrement and place it in the proper receptacle. To protect citizens, no person may keep a dog that howls, yelps or barks to the reasonable annoyance of another person. The City's Animal Control Officer may request the person to stop or prevent the annoyance, and if they refuse to comply, a citation will be issued. If the officer needs to stop the annoyance, the dog may be tal (en to the Animal Pound. Any dog placed in the pound may be reclaimed by the owner upon payment of the impoundment fee, plus boarding fee. The Ramsey Police Department receives complaints about illegal and unsafe passing in many areas of the City. According to Minnesota State Statute 169.18, the driver of a vehicle may overtal(e and pass another vehicle on the right only under conditions permitting such movement safely. In no event shall such movement be made driving off the pavement or main-traveled portion of the roadway. In other words, it is illegal to pass another vehicle ahead of you or turning left by driving onto the paved shoulder (right of the solid white line) or by using a lane marked for another use, such as a "Right Turn Lane." Passing on the right is permitted when there are two lanes of traffic (not including lanes occupied by parl(ed vehicles) moving in each direction. It is also permitted on one-way streets and roads of sufficient width for two or more lines of moving vehicles. A good sense of humor is essential to deal with the world s reality. - Anonymous
