WHAT IS THE <br />COST OF RECYCLING? 4" < <br />Many residents have called the City and inquired about the costs <br />of providing a recycling service. <br />Costs include processing the materials, driver's wages, buying <br />and maintaining the trucks, fuel, and administration. <br />During good market conditions, recycling vendors receive a small <br />amount of return, however it does not cover the overall cost of providing <br />this service to their customers. <br />Fact: Anoka County residents recycled 1,055 tons of cardboard in 1999. <br />Fact: More than half of the paperboard packages on grocery shelves are <br />made from 100 percent recycled paperboard which includes recycled <br />cardboard. <br />Fact: Typical products made from recycled fiber include: paperboard <br />cartons used for cereals; cake mixes; crackers; tissues; and other <br />consumer products; new corrugated cardboard; roofing felt; <br />wallboard facing and game boards. <br />Fact: The most commonly recycled type of paper is old corrugated <br />containers. <br />NEW NATIONAL PARK <br />Pass AVAILABLE <br />The National Park Service announced that the "Pass" is available <br />for purchase and will provide unlimited access to all 379 National Parks <br />for one full year. While the $50 pass is a great value to park users, it also <br />provides support to the National Parks. Seventy percent of the proceeds <br />go directly to finance projects at the Mississippi National River and <br />Recreation Area. The remaining 30% goes to a national fund that supports <br />projects at other National Park Service areas. <br />The Pass can be purchased at the Mississippi National River and <br />Recreation Area headquarters in Suite 418 at Galtier Plaza, 175 E. Fifth <br />Street in St. Paul, between the hours of 8:00 a.m. — 4:30 p.m. The Pass <br />can also be purchased online at www.nationalparks.org or by calling <br />1- 800 -GO- PARKS. Of course, the Pass is also available at other National <br />Park Service areas and offices. For more information, you can call <br />651- 290 - 4160x234 or online at www.nps.gov /miss /parkspass. <br />A rolling stone gathers momentum. — Anonymous <br />11 <br />DOG <br />REGULATIONS <br />The Ramsey City Council realizes that <br />dogs are an important part of the community <br />in that they provide companionship, recreation, <br />and protection for many citizens. The Council <br />realizes that if not properly treated and <br />controlled, a dog may become a nuisance and <br />a hazard to persons and property. <br />One way the City is able to control <br />dogs is through licensing. The City Code <br />requires all dogs to be licensed. Licenses are <br />available, for a fee, from the City upon proof <br />of rabies vaccination (required once in every <br />24 -month period and prior to the age of six <br />months). Licenses are for a two -year period. <br />The City limits two dogs per residence; three <br />or more dogs requires either an administrative <br />kennel license or a conditional use permit for a <br />kennel license. Call (612) 427 -1410 and ask <br />for the City Planner for additional information <br />on a kennel license. <br />The City of Ramsey sponsors a pet <br />clinic, provided vendors are available, in late <br />April of each year. At that time, dog licenses <br />are also offered and at a reduced rate. <br />An owner or keeper of a dog is <br />required to have the dog under control at all <br />times and in custody of a person of sufficient <br />age to adequately control the dog while the <br />dog is off the premises of the owner. The <br />owner of a dog found running at large is guilty <br />of a misdemeanor. <br />Remember to take a scoop along <br />when walking your dog! Section 5.09.03, <br />Subd. 19 of the City Code requires any person <br />who owns or has custody of a dog to clean up <br />dog excrement and place it in the proper <br />receptacle. <br />To protect citizens, no person may <br />keep a dog that howls, yelps or barks to the <br />reasonable annoyance of another person. The <br />City's Animal Control Officer may request the <br />person to stop or prevent the annoyance, and <br />if they refuse to comply, a citation will be <br />issued. If the officer needs to stop the <br />annoyance, the dog may be taken to the Animal <br />Pound. Any dog placed in the pound may be <br />reclaimed by the owner upon payment of the <br />impoundment fee, plus boarding fee. <br />
