Other properties
are tax - exempt but produce a large amount of run -off that is
collected by the Community's storm sewer system.
A more fair way to assess for use of the storm water
sewer system is to establish a fee -based system whereby
each property owner, no matter if the property is tax - exempt,
residential or commercial, pays drainage fees based on the
amount of storm water run -off the property produces. Similar
to sanitary sewer utility, which assesses a fee based on use,
the storm drainage utility would charge fees based on the
amount of run -off. These fees would then pay for the
collection and management of the run -off. Under the
proposed storm water utility, the residents and businesses of
Ramsey would pay for the management of their storm water
sewer system based on the amount of run -off they produce,
rather than the value of their property.
The storm drainage utility would finance the following
types of projects and activities:
Administration and planning for projects that are
necessary to improve water quality and /or increase the
effectiveness of the City's existing storm sewer system.
Provide for the routine maintenance of pipes, pumps,
ponds, ditches, equipment, etc.
Pay for the removal of sediment in the lakes and ponds ,
of the Community to increase the water quality, storage
capacity, and other run -off issues.
Control ofrun -off will enhance wetlands to increase water
quality and retard uncontrolled flow.
Replace existing storm water facilities that are in disrepair
or inadequately sized for current and future conditions.
COMMUNITY ACTIVITY SIGN
i
i
The proposed storm drainage utility fund introduces
a way to decrease or eliminate the need to use funds from
property taxes or to impose large assessments on properties
for the storm sewer reconstruction projects. By establishing
this utility, the City now has a more equitable procedure of
assessing users of the storm sewer system that is based on
the amount of storm water run -off produced, not on their
property values. These user fees will reduce and ultimately
eliminate the need to depend on the City's general tax levy to
fund construction or maintenance of the storm sewer system.
Council Update Continued from Page 2
Children's World Daycare Center and the SuperAmerica gas
station.
