<br />MEETING UPDATE
<br />The Ramsey City Council met on
<br />Tuesday, April 11, 2000, and conducted a
<br />public hearing on Storm Sewer for
<br />Mississippi River Stormwater Subdrainage District No.
<br />1. Following the hearing, Council accepted the feasibility as
<br />presented, ordered plans and specifications and authorized
<br />negotiations for necessary easements.
<br />A public hearing was also conducted to consider a
<br />development agreement with H &P Development L.L.C. The
<br />project proposed is to build two, 31,600 square foot
<br />multi- tenant facilities. Council approved the development.
<br />Council denied a request for a conditional use
<br />permit for a personal communication service tower at
<br />17515 St. Francis Boulevard NW. The request came from
<br />U.S. West Wireless.
<br />Council denied a request from the development
<br />moratorium. The request came from TSM Development
<br />who was proposing a townhouse development on the property
<br />located in the northeast quadrant of County Road #116 and
<br />Ramsey Boulevard NW.
<br />Council adopted an ordinance establishing
<br />interim uses.
<br />Council approved an extension to a 1984 variance
<br />to exceed the allowable accessory building space at
<br />15631 Ramsey Boulevard NW.
<br />Council heard an announcement from Ramsey's
<br />Police Chief that Ramsey's Sergeant Way graduated, with
<br />honors, from the FBI Academy in Quantico, Virginia.
<br />The Ramsey City Council met on Tuesday, April
<br />25, 2000, and approved the replacement of an accessory
<br />building on the CityWide Garage Door site.
<br />Council approved a conditional use permit to
<br />construct and operate a transfer station in the Business
<br />Warehouse District. The request is from Ace Solid Waste.
<br />Council also granted site plan approval to Ace Solid Waste
<br />for the office /truck terminal.
<br />The Ramsey City Council met on Tuesday, May
<br />9, 2000, and conducted a public hearing for the
<br />extension of sewer and water; B &B Carpet. (The former
<br />Lighthouse Bar site on Highway #10).
<br />Council adopted an ordinance establishing a
<br />90 -day moratorium on the development of
<br />communication towers.
<br />Council adopted an ordinance to sell the
<br />property, 14640 St. Francis Boulevard NW. Council also
<br />authorized entering into a land exchange agreement
<br />with Lord of Life Church. An ordinance for the sale of
<br />Lot 1, Block 1, Business Park 95 Eighth Addition to
<br />WHAT'S
<br />Mateski LLC /Systematic Refrigeration was
<br />also adopted.
<br />HAPPENING Council approved the preliminary
<br />plat for Valley View contingent upon an east/
<br />N R A M S E Y west 66 -foot dedicated easement at a location
<br />subject to the landowner and City's approval.
<br />The proposal is to plat two existing homes on
<br />38.7 acres in the rural residential district into four single - family
<br />lots.

<br />The Ramsey City Council met on Tuesday, May
<br />23, 2000, and denied a request to hold an all -night dance
<br />marathon at 6390 McKinley Street in Ramsey. The request
<br />was from G.P. Production of Minneapolis.
<br />Council amended a conditional use permit to
<br />expand a manufacturing facility, request of Canvas Craft,
<br />7815 Riverdale Drive NW. Site plan approval was also
<br />granted to Canvas Craft.
<br />Council granted site plan approval to Ace Solid
<br />Waste for the transfer station.
<br />Council modified and approved the preliminary
<br />site plan for Mallard Ponds. Council also approved the
<br />preliminary plat for Mallard Ponds and introduced an
<br />ordinance for rezoning it. The proposal is to develop detached
<br />townhomes, twinhomes and quad - homes. The property is
<br />16.67 acres in size and is located in the area of County Road
<br />#116 and Dysprosium Street.
<br />Council denied a request for a conditional use
<br />permit to operate a business in a residential district,
<br />request of Barret's Woodworking. The property is located
<br />at 8900 — 181 Avenue.
<br />Council approved the request for a conditional
<br />use permit to grade and export soils, request of Eric
<br />Thomsen. The area of the application is generally located
<br />west of T.H. #47 and south of County Road #63, at about
<br />Vanadium Street NW. The property is nine acres.
<br />Council received an update on the 153/155
<br />Avenue Extension. An update was also received on water
<br />tower No. 2.
<br />The Ramsey City Council met on Tuesday, June
<br />13, 2000, and approved renewal of the following liquor
<br />licenses — off -sale intoxicating and non - intoxicating — Judy's
<br />Discount 10 Liquor, Rum River Wine & Spirits and M & L
<br />County Liquors; on -sale & Sunday intoxicating and non -
<br />intoxicating — Holm's Super Bowl, McDuff's Eatery /Pub,
<br />JR's Saloon /BBQ Supper Club, Links at Northfork, and
<br />Diamonds Sports Bar & Grill.
<br />Council approved the proposed site plan of
<br />Ramsey Towne Square, which is a plan for the development
<br />of a 17,815 square foot retail business center with a potential
<br />food shop with drive - through lane. The parcel is generally
<br />located in the area along T.H. #47 between the existing

<br />property tax because of the property value. Other properties
<br />are tax - exempt but produce a large amount of run -off that is
<br />collected by the Community's storm sewer system.
<br />A more fair way to assess for use of the storm water
<br />sewer system is to establish a fee -based system whereby
<br />each property owner, no matter if the property is tax - exempt,
<br />residential or commercial, pays drainage fees based on the
<br />amount of storm water run -off the property produces. Similar
<br />to sanitary sewer utility, which assesses a fee based on use,
<br />the storm drainage utility would charge fees based on the
<br />amount of run -off. These fees would then pay for the
<br />collection and management of the run -off. Under the
<br />proposed storm water utility, the residents and businesses of
<br />Ramsey would pay for the management of their storm water
<br />sewer system based on the amount of run -off they produce,
<br />rather than the value of their property.
<br />The storm drainage utility would finance the following
<br />types of projects and activities:
<br />Administration and planning for projects that are
<br />necessary to improve water quality and /or increase the
<br />effectiveness of the City's existing storm sewer system.
<br />Provide for the routine maintenance of pipes, pumps,
<br />ponds, ditches, equipment, etc.
<br />Pay for the removal of sediment in the lakes and ponds ,
<br />of the Community to increase the water quality, storage
<br />capacity, and other run -off issues.
<br />Control ofrun -off will enhance wetlands to increase water
<br />quality and retard uncontrolled flow.
<br />Replace existing storm water facilities that are in disrepair
<br />or inadequately sized for current and future conditions.

<br />The proposed storm drainage utility fund introduces
<br />a way to decrease or eliminate the need to use funds from
<br />property taxes or to impose large assessments on properties
<br />for the storm sewer reconstruction projects. By establishing
<br />this utility, the City now has a more equitable procedure of
<br />assessing users of the storm sewer system that is based on
<br />the amount of storm water run -off produced, not on their
<br />property values. These user fees will reduce and ultimately
<br />eliminate the need to depend on the City's general tax levy to
<br />fund construction or maintenance of the storm sewer system.

<br />Children's World Daycare Center and the SuperAmerica gas
<br />station. Council granted a request for a conditional use
<br />permit to exceed sign size and height restrictions for
<br />the proposed Towne Square.
<br />Council adopted an ordinance rezoning property
<br />from B -1 and B -2 Business to Planned Unit
<br />Development, case of Mallard Ponds. Council granted
<br />final plat approval to Mallard Ponds also. The site plan of
<br />the quad homes was approved for Mallard Ponds.
<br />Council approved the selection of an artist to
<br />redesign the City's logo.
<br />Council approved a transfer of funds to help fund
<br />a Ramsey celebration, contingent upon a formation of a
<br />committee.
