<br />DELINQUENT
<br />SERVICE BILLINGS
<br />Ramsey City Ordinances and Minnesota
<br />Statutes allow for the annual certification of
<br />delinquent service billings, which may include
<br />water, sewer, street lighting, recycling charges,
<br />penalties incurred, and any other types of service
<br />billings that are unpaid as of September 1, 2000.
<br />Failure to pay would result in the entire past -due
<br />amount being assessed against the property,
<br />payable with property taxes payable in 2001. An
<br />administrative fee plus interest at approximately
<br />8.5 %.
<br />Notices will be mailed to service
<br />addresses with delinquent billings the first week
<br />of September notifying the property of the
<br />delinquent billing and what will take place. A
<br />public hearing to address unpaid service billings
<br />will be held on September 26, 2000, at the Ramsey
<br />Municipal Center, 15153 Nowthen Boulevard,
<br />Ramsey, Minnesota.
<br />To avoid receipt of a notice of delinquent
<br />service billings, payments for utility billings must
<br />be received by Connexus Energy by September
<br />1, 2000. Other delinquencies should be paid
<br />directly to the City of Ramsey and must be
<br />received by September 1, 2000.

<br />If you are a new resident t�e City of
<br />Ramsey, please visit the Municipal Center, also
<br />known as City Hall, between 8:00 a.m. and 5:00
<br />p.m. Monday through Friday to pick up a new
<br />resident packet and your recycling bin. We will
<br />sign you up for the recycling program at that time
<br />and provide you with information you may need
<br />regarding the City. The Municipal Center is
<br />located at 15153 Nowthen Blvd. NW, north of
<br />Ramsey Elementary School on the opposite side
<br />of the road.

<br />RAMSEY TO JOIN CITIES NATIONWIDE FOR
<br />On Tuesday, August 1 st, neighborhoods throughout Ramsey
<br />are being invited to join forces with thousands of communities
<br />nationwide for the "17t Annual National Night Out" (NNO) crime
<br />and drug prevention event. National Night Out, which is sponsored
<br />by the National Association of Town Watch (NATW) and
<br />co- sponsored locally by the Ramsey Police Department, will involve
<br />over 9,500 communities from all 50 states, U.S. territories, Canadian
<br />cities and military bases around the world. In all, over 32 million
<br />people are expected to participate in `America's Night Out Against
<br />Crime' on August 1st. Once again this year, S.C. Johnson is the national
<br />corporate sponsor. NNO 2000 is also supported in part by the U.S.
<br />Department ofJustice, Bureau ofJustice Assistance.
<br />National Night Out is designed to: (1) Heighten crime and
<br />drug prevention awareness; (2) Generate support for, and participation
<br />in, local anticrime efforts; (3) Strengthen neighborhood spirit and police -
<br />community partnerships; and (4) Send a message to criminals letting
<br />them know neighborhoods are organized and fighting back.
<br />From 7:00 to 10:00 p.m. on August 1 t, residents in
<br />neighborhoods throughout Ramsey and across the nation, are asked
<br />to lock their doors, turn on outside lights and spend the evening outside
<br />with neighbors and police. Many neighborhoods throughout Ramsey
<br />will be hosting a variety of special events such as block parties,
<br />cookouts, parades, visits from police, flashlight walks, contests, youth
<br />activities and much more.
<br />Start planning your party now! The Police Department,
<br />McGniff the Crime Dog and others will stop to visit your party that
<br />night. Please register your party with the police department. For

<br />55 DRWE TO SURVIVE
<br />A Senior Driver Improvement Program for Seniors 55 or Older
<br />People age 55 or older are invited to participate in a driver
<br />improvement program. The 8 -hour first time and 4 hour refresher classes
<br />are now available. The fee for these classes is $15.00 each and is open to
<br />the public, pre- registration is requested.
<br />Persons age 55 or older who complete the course will qualify for a
<br />10% discount on their auto insurance premiums for three years, according to
<br />Minnesota law. This class is taught by Alan L. Lindback, a certified instructor.
<br />Each class gives practical guidance for traffic accident prevention.
<br />Utilizing the most up to date research in the field enhances drivers safety,
<br />confidence and comfort. Included will be the latest visual scanning techniques
<br />and safer steering and braking skills. It provides an update on law changes,
<br />road signs, and driving techniques.
<br />The objective is to make you more comfortable on the road, ensuring
<br />your travel is pleasurable and safe by updating your driving techniques. No
<br />written or behind the wheel tests required.

<br />DOG REGULATIONS
<br />The Ramsey City Council realizes
<br />that dogs are an important part of the
<br />community in that they provide
<br />companionship, recreation, and protection for
<br />many citizens. The Council realizes that if
<br />not properly treated and controlled, a dog may
<br />become a nuisance and a hazard to persons
<br />and property.
<br />One way the City controls dogs is
<br />through licensing. The City limits two dogs
<br />per residence. Three or more dogs requires
<br />either an administrative kennel license or a
<br />conditional use permit for a kennel license.
<br />Call (612) 427 -1410 and ask for the City
<br />Planner for additional information on a
<br />kennel license. The City Code requires all
<br />dogs to be licensed. Licenses are available,
<br />for a fee, from the City upon proof of rabies
<br />vaccination (required once in every 24 -month
<br />period and prior to the age of six months).
<br />Licenses are for a two -year period.
<br />The City of Ramsey sponsors a pet
<br />clinic, provided vendors are available, in late
<br />April ofeach year. At that time, dog licenses
<br />are offered at a reduced rate.
<br />An owner or keeper of a dog must
<br />require the dog to be under the control and
<br />in custody of a person of sufficient age to
<br />adequately control the dog at all times
<br />including while the dog is off the premises of
<br />the owner. The owner of a dog found running
<br />at large is guilty of a misdemeanor.
<br />Remember to take a scoop along
<br />when walking your dog! Section 5.09.03,
<br />Subd. 19 requires any person who owns or
<br />has custody of a dog to clean up dog
<br />excrement and place it in the proper
<br />receptacle.
<br />To protect citizens, no person may
<br />keep a dog that howls, yelps or barks to the
<br />reasonable annoyance of another person.
<br />The City's Animal Control Officer may
<br />request the person to stop or prevent the
<br />annoyance, and if they refuse to comply, a
<br />citation will be issued. If the officer needs
<br />to stop the annoyance, the dog may be taken
<br />to the Animal Pound. Any dog placed in the
<br />pound may be reclaimed by the owner upon
<br />payment of the impoundment fee, plus
<br />boarding fee. .
