Land Use Definitions <br />The Future Land Use Map identifies how the City of Ramsey will develop over the next 20 years. Below are descriptions of <br />what each classification shown on the future land use map means. <br />Low Density Urban Residential — Residential land within the Metropolitan Urban Service <br />Area (MUSA) that may receive mostly single family residential units with a density up to 3 <br />units per acre. Townhomes could be allowed and density raised to 4 units per acre through <br />the Planned Unit Development process. <br />Medium Density Urban Residential— Residential land within the MUSA intended to re- <br />ceive duplexes, twin homes, townhomes, and /or apartments at a density of 4 to 7 dwelling <br />units per acre. <br />High Density Urban Residential— Residential land within the MUSA that will accommo- <br />date multi - family housing units such as townhomes and apartments at a density of 7 to 15 <br />units per acre. <br />Places to Work <br />Places to Work include areas primarily reserved for office and industrial type development. <br />Places to Shop <br />Places to Shop include a range of neighborhood and community commercial /retail develop- <br />ment. <br />Mixed Use <br />Mixed Use may include a combination of residential, commercial, light industrial, open <br />space and a transit hub. <br />Parks and Open Space <br />Parks, Trails and Open Space include the City Park and trail system, golf courses, regional <br />parks, wetlands and the greenway. Lands in this category are intended to preserve the natu- <br />ral resource base and provide an adequate supply of active and passive recreational lands in <br />Ramsey. <br />Public/Quasi-public <br />This category generally includes city offices, public works facilities, churches, schools <br />other non- profit or government facilities, and bridges /major rights -of -way. <br />Rural Developing <br />Residential land outside of the MUSA that will receive single - family residential units at a <br />density of one lot per 2.5 acres. <br />Rural Preserve <br />Land located north of Trott Brook that is environmentally sensitive and that will be re- <br />stricted to single family residential units on lots being at least 10 acres in size. <br />Central Planning Area <br />Residential land located in the central part of the City that will be restricted to a minimum <br />lot size of 10 acres while the City conducts a study to determine the appropriate level of <br />development in this area. <br />Land Use Map Insert <br />Guiding Principles <br />The guiding principles provide the basic direction for the community to develop towards its vision in an efficient, well - planned <br />and effective manner. The following statements in bold represent Ramsey's guiding principles, followed by key goals and <br />policies extracted from relevant chapters of the Comprehensive Plan. <br />A Place for Well Planned and Controlled Growth... <br />❑ Plan for new housing that protects natural features, existing housing values and neighbor- <br />hood identity and quality. <br />❑ Encourage clustering of commercial development at major intersections that takes advan- <br />tage of accessibility and visibility. <br />❑ Promote mixed use development that is transit oriented. <br />❑ Create and improve upon access to and linkages between housing and employment. <br />❑ Encourage environmentally sensitive and open space design and construction techniques <br />that preserve natural resources. <br />A Place with a Sustainable Clean and Healthy Environment... <br />❑ Protect, preserve and enhance the supply of clean water and air for current and future <br />generations. <br />❑ Reduce waste and create a sustainable environment by recycling, reducing and reusing. <br />A Place to Preserve Natural Resources... <br />❑ Conserve and improve unique and essential natural resources including wetlands, lakes, <br />rivers, and woodlands. <br />❑ Preserve open space corridors that protect natural vegetation and water quality, provide <br />wildlife habitat, and preserve the natural identity of Ramsey. <br />❑ Preserve and enhance the physical environment by practicing energy efficient develop- <br />ment and design. <br />A Provider of Quality Public Services... <br />❑ Provide quality public services and maintain a high quality education system. <br />❑ Provide a safe and efficient transportation system and seek solutions and alternatives to <br />transportation problems. <br />❑ Provide for efficient and timely extension of municipal sewer services. <br />A Place to Play and Recreate... <br />❑ Create an effective and efficient system of parks and trails that meet the needs of both <br />urban and rural residents. <br />❑ Provide neighborhood parks within the urban areas that are focal points of pride and <br />identity for each neighborhood. <br />A Place with a Good Image... <br />❑ Create a unique and positive image of Ramsey by providing opportunities for high quality development and establishing <br />standards in building architecture, landscaping, and signage for businesses along Highway 10 and other visible commer- <br />cial areas. <br />❑ Create an image that is attractive and inviting to both pedestrians and automobiles, and displays an identity consistent <br />with the overall community identity. <br />❑ Protect, preserve and promote historic resources and encourage restoration and use of historic structures. <br />A Place with a Variety of Housing Opportunities... <br />❑ Protect the rural character and integrity of existing neighborhoods, while achieving an overall gross density of 3 or more <br />units per acre within the urban services, by requiring new housing transition in terms of density and housing types. <br />❑ Ensure a variety of housing types to satisfy Ramsey's life -cycle housing needs and provide housing opportunities for <br />people of all ages, income, physical ability and ethnicity.
