Chapter Summaries <br />Land Use <br />The land use plan is intended to guide the future development of the community by protecting, preserving, enhancing and <br />building upon the physical features of both the built and natural environment. The plan guides land uses through the year 2020 <br />and will assist local decision makers and city staff in the everyday decisions facing a growing suburban community The <br />future land use element contains places to live, work and shop; mixed use; parks, trails and open space; and public /quasi <br />public land. See land use map insert for further information. The land use plan identifies future stages of urban growth and <br />extension of municipal sewer and water. <br />Transportation <br />The Transportation Plan, developed using previous transportation planning documents, inventorying the existing system and <br />assessing future needs, is designed to address the complex issues of Ramsey's transportation system. The plan establishes key <br />transportation planning principles, including stakeholder involvement and coordinated governmental efforts, in order to pro- <br />vide a basis for sound transportation planning decisions. The future transportation system in Ramsey includes more choices <br />in modes and routes such as commuter rail and a future Mississippi bridge crossing. <br />Housing <br />An assessment of the City' s housing stock indicates that there is a need for more diverse housing stock in order to provide life - <br />cycle housing for people of all ages and incomes. In order to address these issues, the Housing Plan specifically discusses <br />goals and policies designed to create a balanced supply of housing types and styles. <br />Sewer, Water and Public Facilities <br />The Sewer, Water and Public Facilities Plans are included as part of the Comprehensive Plan to ensure that the City provides <br />adequate infrastructure and quality public services, such as fire, police, schools and administration, to serve the community <br />Each chapter looks at current conditions and projects future needs in order to plan for systems that meet future demands. <br />These plans also address issues and conflicts related to MUSA and on -site septic and well systems. <br />Park, Recreation and Natural Resources <br />The Park, Recreation and Open Space and the Environmental Protection and Resource Management Plans recognize and <br />emphasize the importance of preserving the City's abundant natural resources and making these resources accessible through <br />the parks and trails system. Specifically, the plan identifies Ramsey' s natural features, the programs aimed at managing or <br />protecting those resources, and the variety of parks, trails and recreation areas that focus on these assets. <br />Mississippi River Critical Area Corridor <br />The Critical Area Plan establishes a vision for the Mississippi corridor and provides goals, policies and strategies for protect- <br />ing the river' s resources, improving public access, providing recreational opportunities and preserving historical and cultural <br />elements. The plan assists the City in making decisions consistent with regional goals and policies regarding the Mississippi. <br />Economic Development <br />The Economic Development Plan identifies current conditions and issues related to the provision of jobs and services within <br />the City. The plan lists the Ramsey' s goals, policies and strategies designed to encourage economic growth and job creation. <br />Community Identity <br />The chapter on community identity focuses on maintaining the existing rural character of the community and improving the <br />City's image along the Highway 10 corridor. The plan includes goals, policies and strategies that the City has as guides in <br />making decisions that promote a stronger sense of place and community identity. <br />Implementation <br />The implementation strategy identifies and describes programs and procedures the City will use to achieve the vision for the <br />future City of Ramsey. The tools that the City has for implementing these goals and policies include zoning and subdivision <br />ordinances, septic system management program, capital improvement programming, corridor studies, housing programs, <br />redevelopment, master planning, park and trail planning, and public service and facilities planning.
