CITY OF RAMSEY <br />2000 COMPREHENSIVE <br />ANNUAL FINANCIAL REPORT <br />The City ofRamsey is required to annually undergo <br />a certified audit of all of its funds and account groups. <br />The audit for 2000 was performed by the certified public <br />accounting firm of Malloy, Montague, Karnowski, <br />Radosevich & Co., P.A. <br />Included at the beginning of the 2000 CAFR is a <br />detailed report of the City's activities during 2000, and a <br />brief description of all funds and account groups. This <br />report is available for review at City Hall. Questions <br />regarding this report can be forwarded to the Finance <br />Officer at (763) 427 -1410. <br />CERTIFICATION OF DELINQUENT <br />SERVICE BILLINGS <br />Ramsey City Ordinances and Minnesota Statutes <br />allow for the annual certification of delinquent service <br />billings, which may include water, sewer, street lighting, <br />recycling, storm water, penalties incurred, and any other <br />types of service billings that are unpaid as of September <br />1, 2001. Failure to pay would result in the entire past - <br />due amount being assessed against the property, payable <br />with property taxes payable in 2002. An administrative <br />fee plus interest will be charged. <br />Notices will be mailed to service addresses with <br />delinquent billings the first week of September notifying <br />the property of the delinquent billing and what will take <br />place. A public hearing to address unpaid service billings <br />will be held on September 25, 2001, at the Ramsey <br />Municipal Center, 15153 Nowthen Boulevard, Ramsey, <br />Minnesota. <br />To avoid receipt of a notice of delinquent service <br />billings, payments for utility billings must be received by <br />Connexus Energy by September 1, 2001. Other <br />delinquencies should be paid directly to the City ofRamsey <br />and must be received by September 1, 2001. <br />If you have questions regarding this process, <br />please contact the Finance Office at (763) 427 -1410. <br />RAMSEY <br />WANTS You! <br />A noted American playwright, Henrick Isbsen, once <br />said that, "A community is like a ship; everyone ought to be <br />prepared to take the helm." The City ofRamsey is looking <br />for residents who are interested in participating in the <br />development and governance of their community. There is <br />currently one (1) seat open on the Planning and Zoning <br />Commission. <br />People often talk about wanting to get involved with <br />their local government but fear that they don't have what it <br />takes. Longfellow said, "No [one] is so poor as to have <br />nothing worth giving." The City needs residents who have <br />an interest in their community and who are willing to step <br />forward to fill these commission vacancies. Nothing more <br />than an interest in the community and the ability to give some <br />time in attending monthly meetings are required. This is an <br />excellent way to meet other residents and to contribute in a <br />very meaningful way to your community. <br />If you are interested but have questions, please feel <br />free to call the Assistant City Administrator at 763 -427- <br />1410. In order to be considered for a seat on any of these <br />commissions, please submit a letter of Interest to the City <br />Administrator, City Hall, 15153 Nowthen Blvd. NW, <br />Ramsey, MN 55303, by 4:30 p.m. September 4, 2001. <br />CHARTER COMMISSION <br />CONSIDERS SPECIAL ELECTION <br />What I do is called fishing, if it was easy it would be called catching and there would be a lot more people doing it. - Unkown <br />3 <br />The City ofRamsey may possibly hold a special <br />election this fall. The Charter Commission has agreed that <br />there is enough interest within the community to put the <br />question of whether or not to establish wards in the City to <br />the voters. The Charter Commission will submit a request <br />for a special election to the City Council later this summer. <br />More information about a possible special election <br />will be put in the Anoka Union and the upcoming August/ <br />September edition of the Ramsey Resident. <br />
