CITY NEWSLETTER JANUARY/FEBRUARY 2002, VOLUME 17 NO. 1 <br />THE RESULTS OF THE NOVEMBER 6 <br />2001 SPECIAL ELECTION <br />Charter amendment questions were presented to the <br />Ramsey Residents during a November 6, 2001 special election. <br />The questions and results are listed below: <br />QUESTION ONE: Shall the Home Rule Charter of the City <br />of Ramsey be amended to require that four Councilmembers <br />be elected from wards and two elected at large? <br />Yes 3,210 No 1,359 <br />QUESTION TWO: Shall the Home Rule Charter of the City <br />of Ramsey be amended to require a primary election for the <br />selection of two nominees for each elective office at the regular <br />municipal election, unless two nominees or fewer file for each <br />elective office? <br />Yes 3,055 No 1,567 <br />QUESTION THREE: Shall the Home Rule Charter of the <br />City of Ramsey be amended by the adoption of Chapter 15 <br />which permits the City Council by resolution to adopt and <br />amend the City's Comprehensive Plan by a majority vote of <br />all its members, as opposed to a 2/3 vote of all its members. <br />Yes 2,487 No 2,066 <br />QUESTION FOUR: Shall the Home Rule Charter of the <br />City of Ramsey be amended to provide that the required <br />number of signatures for initiative and referendum petitions <br />be increased from at least ten percent to at lease twenty <br />percent of the registered voters at the time of the last citywide <br />election? <br />Yes 2,876 No 1,688 <br />ADVISORY QUESTION ONE: By vote of the electorate in <br />1996, the Mayor's term was increased from two years to four <br />years. Pursuant to an advisory question in 2000, the electorate <br />recommended that a majority of the City Council be elected <br />every two years. Under State law, Council member terms <br />can only be four years; however, the Mayor's term can be <br />either two years or four years. Do you now favor reducing <br />the Mayor's term to two years in order that the majority of the <br />City Council is elected every two years? <br />Yes 1,949 No 2,699 <br />ADVISORY QUESTION TWO: The current <br />Comprehensive Plan Draft proposes a bridge crossing over <br />the Mississippi River between the cities of Ramsey and <br />Dayton. Do you support the construction of a bridge across <br />the Mississippi River. <br />Yes 3,959 No 754 <br />ADVISORY QUESTION THREE: Do you want a Town <br />Center with restaurants, shopping and other amenities along <br />the Highway #10 Corridor? <br />Yes 2,682 No 2,027 <br />Total Registered Voters 10,936 <br />43% <br />Voter Turnout <br />The Ramsey City Council met on November 7, 2001, to <br />canvass the results of the special election. <br />CHANGE IN MEETING NIGHT FOR <br />PLANNING COMMISSION <br />Beginning in January, the Planning <br />Commission will be meeting on a new night. Their <br />first meeting will be on Thursday, January 3, 2002, at <br />7:00 p.m. The new, regular schedule for thier meeting <br />will be the first Thursday of every month. <br />VOICE MAIL AVAILABLE <br />AFTER HOURS AT CITY HALL <br />The City ofRamsey's new voice mail system allows <br />residents the opportunity to leave a message at City Hall <br />during non - business hours by calling 427 -1410 before 8:00 <br />a.m. or after 5:00 p.m. If you choose to leave a message, <br />your call will be returned the following business day. This <br />number should not be used for emergencies. <br />
