ANOKA COUNTY ADOPTS <br />NEW COMMISSIONER <br />DISTRICT BOUNDARIES <br />At a special meeting of the Anoka County Board of <br />Commissioners on May 17, 2002, new district boundaries <br />were established to equalize population within the districts <br />based upon the 2000 census. <br />The county is required by state and federal law to <br />redraw its district boundaries to ensure balanced <br />representation. Municipalities had until April 30, 2002, to <br />complete any adjustments to precinct boundaries; counties <br />had until May 28, 2002, to redraw their district boundaries <br />based on new population figures and municipal precincts. For <br />Anoka County, the new districts were effective June 17, 2002. <br />The newly configured district boundaries leave two <br />incumbent Commissioners, Paul McCarron and Margaret <br />Langfeld, residing in District 3. However, McCarron has <br />announced he will not seek re- election. <br />"The population increase in Anoka County from <br />243,641 in 1990 to 298,084 in 2000 created an imbalance in <br />the population totals in several districts," McCarron said. <br />"Several of the commissioner districts were over in population <br />by a significant amount." <br />Anoka County's 22.3 percent population growth <br />resulted in the largest commissioner district having 13,552 <br />more people than the small district. Under the new plan, the <br />largest deviation from the average -size district is 1,817 people <br />or 4.27 percent, well below the ten (10) percent deviation <br />allowed by Minnesota statutes. <br />District 1 in northwestern Anoka County experienced <br />the most dramatic increase in population since the last census, <br />increasing 47.93 percent. District 4 in southern Anoka County <br />lost population and, therefore, needed to expand its boundary <br />northward to include more residents. <br />A county commissioner district which experienced a <br />population shift of more than five- percent from the county <br />average is required to hold a new election. Commissioner <br />Dave McCauley in District 5 and Dan Erhart in District 7 are <br />not required to run for re- election until their current terms <br />expire since their districts had a population shift of less than <br />five percent.
