2002 GENERAL ELECTION CHANGES During the November 7, 2000 election, Ramsey voters approved amendments to the City Charter and voted to increase the number of Councilmembers from four to six. The amendment becomes effective with the 2002 election. During the November 6, 2001 election, Ramsey voters approved amendments to the City Charter to require that four Councilmembers be elected from wards and two Councilmembers be elected at large, which is effective for the 2002 election. During the 2001 election, the voters also approved amendments to the City Charter to require a primary election for the selection of two nominees for each elective office at the regular municipal election, unless two nominees or fewer file for each elective office. The primary election was held on September 10, 2002. LOOKING TO EARN SOME EXTRA SPENDING MONEY THIS WINTER Winter is fast approaching, and the City of Ramsey is seeking responsible, safety -minded individuals to work part-time as Rink Attendants. Applicants for these temporary positions must be at least 16 years of age. Previous experience as a rink attendant or training in first -aid is a plus! Work will begin in mid -December and last approximately 10 weeks. Rate of pay is S8.50 to S10.00 per hour depending on previous work experience. Warming houses are typically open from 3 : 3 0 PM to 9:00 PM on weekdays, 9:00 AM to 10:00 PM on Saturdays, and 12:00 PM to 8:00 PM on Sundays. During the holidays when schools are on winter break, the rinks will be open from 9:00 AM to 10:00 PM depending on weather conditions. Applications may be picked up at the Ramsey Municipal Center,15153 Nowthen Boulevard NW in Ramsey. The deadline for receipt of applications is Wednesday, November 21, 2001, at 5:00 pm. SNOWMOBILE SEASON: • 41 WHAT YOU NEED TO KNOW • Earlier this year, the Ramsey City Council considered making changes to the Recreational Vehicle ordinance which regulates the operation of snowmobiles and other recreational vehicles in the City of Ramsey. The Council did not approve any of the proposed changes to the current Recreational Vehicle ordinance. The following information should help you understand the current city ordinances and state laws that regulate the operation of snowmobiles and other recreational vehicles in the City of Ramsey. WHEN CAN WE SNOWMOBILE? • Between the hours of 8:00 AM to 11:00 PM Sunday through Thursday. • Between the hours of 8:00 AM Friday to 1:00 AM Saturday. • Between the hours of 8:00 AM Saturday to 1:00 AM Sunday. • One half-hour after sunset to one half-hour before sunrise you MUST operate your snowmobile in the same direction as traffic flow. WHERE CAN WE SNOWMOBILE? • You can snowmobile on your own property. • On the property of another person if you have IN YOUR POSSESSION written permission of the owner of that land. • On the land of a person who has clearly visible signs allowing snowmobiles. • You can operate on public trails that are designated by the City Council. Ramsey has NONE of these trails in the City limits. • Right-hand portion of roadway in MUSA area. • On lakes that are subject to the City's jurisdiction. The only lake of this type in Ramsey is Emerald Pond. • On the right-of-ways of State Trunk Highways and County State Aid roads. • On the right-of-ways of City streets in NON-MUSA AREAS. WHERE IS IT ILLEGAL TO SNOWMOBILE? • On someone's land without his or her permission. • City Parks. You may operate on the water of Emerald Pond but NOT in the park area. • Railroad right-of-ways. • Golf Courses. • School grounds. • Tree Nurseries or planted areas. • In the median or area between opposing lanes of traffic.
