<br />2002 GENERAL <br />ELECTION CHANGES <br /> <br />During the November 7, 2000 election, <br />Ramsey voters approved amendments to the City <br />Charter and voted to increase the number of <br />Councilmembers from four to six. The amendment <br />becomes effective with the 2002 election. <br />During the November 6, 2001 election, <br />Ramsey voters approved amendments to the City <br />Charter to require that four Councilmembers be elected <br />from wards and two Councilmembers be elected at <br />large, which is effective for the 2002 election. During <br />the 2001 election, the voters also approved <br />amendments to the City Charter to require a primary <br />election for the selection of two nominees for each <br />elective office at the regular municipal election, unless <br />two nominees or fewer file for each elective office. <br />The primary election was held on September 10, <br />2002. <br /> <br />LOOKING To EARN <br />SOME EXTRA SPENDING <br />MONEY THIS WINTER? <br /> <br />Winter is fast approaching, and the City of <br />Ramsey is seel<ing responsible, safety-minded <br />individuals to worl< part-time as Rinl< Attendants. <br />Applicants for these temporary positions must be at <br />least 16 years of age. Previous experience as a rinl< <br />attendant or training in first-aid is a plus! Worl< will <br />begin in mid-December and last approximately 10 <br />weel<s. Rate of pay is $8.50 to $10.00 per hour <br />depending on previous worl< experience. Warming <br />houses are typically open from 3 :30 PM to 9:00 PM <br />on weel<days, 9:00 AM to 10:00 PM on Saturdays, <br />and 12:00 PM to 8:00 PM on Sundays. During the <br />holidays when schools are on winter breal<, the rinl<s <br />will be open from 9: 00 AM to 10: 00 PM depending <br />on weather conditions. Applications may be picl<ed <br />up at the Ramsey Municipal Center, 15153 N owthen <br />Boulevard NW in Ramsey. The deadline for receipt <br />of applications is Wednesday, November 21, <br />2001, at 5:00 pm. <br /> <br />WHAT You NEED To KNow . <br /> <br />Earlier this year, the Ramsey City Council considered <br />mal<ing changes to the Recreational Vehicle ordinance which <br />regulates the operation of snowmobiles and other recreational <br />vehicles in the City of Ramsey. The Council did not approve any <br />of the proposed changes to the current Recreational Vehicle <br />ordinance. The following information should help you understand <br />the current city ordinances and state laws that regulate the <br />operation of snowmobiles and other recreational vehicles in the <br />City of Ramsey. <br />WHEN CAN WE SNOWMOBILE? <br />. Between the hours of 8:00 AM to 11 :00 PM Sunday <br />through Thursday. <br />. Between the hours of 8:00 AM Friday to 1 :00 AM <br />Saturday. <br />. Between the hours of 8:00 AM Saturday to 1 :00 AM <br />Sunday. <br />. One half-hour after sunset to one half-hour before <br />sunrise you MUST operate your snowmobile in the <br />same direction as traffic flow. <br /> <br />WHERE CAN WE SNOWMOBILE? <br />. You can snowmobile on your own property. <br />. On the property of another person if you have IN <br />YOUR POSSESSION written permission of the <br />owner of that land. <br />. On the land of a person who has clearly visible signs <br />allowing snowmobiles. <br />. You can operate on public trails that are designated <br />by the City Council. Ramsey has NONE of these <br />trails in the City limits. <br />. Right-hand portion of roadway in MUSA area. <br />. On lakes that are subject to the City's jurisdiction. <br />The only lal(e of this type in Ramsey is Emerald Pond. <br />. On the right-of-ways of State Trunl( Highways and <br />County State Aid roads. <br />. On the right-of-ways of City streets in NON-MUSA <br />AREAS. <br /> <br />WHERE IS IT ILLEGAL TO SNOWMOBILE? <br />. On someone's land without his or her permission. <br />. City Parks. You may operate on the water of Emerald <br />Pond but NOT in the park area. <br />. Railroad right-of-ways. <br />. Golf Courses. <br />. School grounds. <br />. Tree Nurseries or planted areas. <br />.
