RAMSEY CITY COUNCIL ADOPTS <br />2003 GENERAL FUND BUDGET <br />The City of Ramsey adopted the 2003 Operating Budget for the General <br />Fund on Tuesday, December 10, 2002. <br />The City continues to be committed to providing citizens and property owners <br />outstanding City services, while emphasizing cost efficiency and effectiveness. <br />These services enhance the quality of our lives and also ensures that the home <br />values in Ramsey continue to grow. A few of the services provided by the City <br />include: <br />Snow plowing, street cleaning and maintenance <br />Police and fire protection <br />Use of City parks and trails <br />Compliance monitoring of City Codes <br />Community planning and zoning <br />Economic Development <br />3 <br />Award Continued from <br />The General Fund <br />The General Fund accounts for the main operating expenditures for the <br />City of Ramsey. Total expenditures decreased .83% from $6,842,057 (adopted <br />2002) to $6,785,480 (adopted 2003). <br />The General Fund includes General Government, Public Safety, Public <br />Works, and Parks and Recreation. <br />General Government <br />General Government consists of the following functions: Mayor and <br />Council, Administration, Elections, Finance, Assessing, Legal, Data Processing, <br />Newsletter, and General Government Buildings. Descriptions of the major <br />functions follow: <br />Mayor and Council is the policy making body of the City. It is the <br />responsibility of the Mayor and Council to implement the power of the City as <br />prescribed by State Statute and City Charter. <br />Administration is responsible for implementing policies and directives as <br />established by the City Council. The department is responsible for the administration <br />of general or multi - department organizational activities and also provides for the <br />coordination of information to the public. In addition, the department coordinates <br />all personnel functions. <br />Finance is responsible for the fiscal management, processing and <br />maintenance of all accounting transactions for the City. These include, but are <br />not limited to, financial policies and procedures, audit, budget, borrowing and <br />investment activities. <br />Assessing is contracted through Anoka County. The County is responsible <br />for the equitable valuation and classification of all properties within the City. <br />Legal accumulates expenditures associated with general and prosecution <br />fees paid to legal counsel for all of the City's legal affairs. <br />Planning and Zoning performs functions relative to land use, planning, <br />development plan review, redevelopment, economic development, zoning, and code <br />enforcement. <br />Data Processing reports all computer- related costs, including maintenance <br />and capital outlay for all of the City's computer systems. <br />General Government Buildings is responsible for the repair, maintenance, <br />and utilities for the operation of City Hall. <br />Continued on Page 5 <br />Ability is what you're capable of doing. Attitude determines how well you do it. - Lou Holtz <br />Page 1 <br />Showing support and patriotism for <br />the September 11th tagedy, by <br />encouraging people to celebrate <br />their events with a "patriotic <br />theme ". The most patriotic party <br />won a $100 to use for a future <br />neighborhood gathering. <br />Free picnic packs were given to all <br />new registered parties. <br />Poster contest for children 12 and <br />under titled: "What American <br />Means to Me." <br />Lastly, in support of our local <br />schools, we promoted a school <br />supplies drive and collected enough <br />supplies to fill 20 backpacks ! Thank <br />you for all your donations! <br />Finally, this year we participated <br />in "Project 365" which is focusing on <br />a specific issue or problem in your city. <br />We chose promoting Child Safety & <br />Mentoring programs and concentrated <br />on our first annual Kids Safety Camp, <br />implementing a bike helmet safety and <br />fitting program, and the continued <br />promotion of child passenger safety and <br />child safety identification programs. <br />Our 2003 Project 365 will focus on <br />implementing a Business Watch <br />Program in the City. <br />Mark your calendars - NNO <br />2003 is scheduled for Tuesday, August <br />5 th . <br />Registration materials will be made <br />available in the spring.
