<br />4 <br /> <br />MINNESOTA WINS FIRST <br />PLACE NATIONAL AWARD <br />SECOND YEAR IN A Row! <br /> <br />We are pleased to inform residents that <br />the State of Minnesota has been selected by <br />the National Association of Town Watch <br />(N.A.T.W.) as the FIRST PLACE Award <br />Winner in the State category of the 2003 national <br />awards competition for outstanding participation <br />in the 20th annual National Night Out (NNO) <br />celebration. This will be the second year in a <br />row for our state placement. <br />In celebration, the Minnesota NNO <br />Committee will be hosting a reception to honor <br />all 2003 state participants and award recipients <br />at the State Capitol Rotunda. For details on <br />the date/time, please contact Chandra Kreyer <br />at 763.433.9891. All residents in Ramsey <br />who participated in NNO are invited to join <br />us in the celebration at the Capitol for cake <br />and punch. <br />The 2003 NNO celebration was the <br />largest the State of Minnesota has ever seen. <br />Communities and neighborhoods throughout the <br />state hosted thousands of blocl( parties and <br />other events. The residents of Minnesota are <br />commended for their dedication to this positive <br />commmunity strengthening effort. For more <br />information on NNO, please see the NATW <br />web site at www.natw.org. <br /> <br />SNOWBIRD PARKING <br />INFORMATION <br /> <br />Remember not to park your motor <br />vehicle on any City street during a snowfall, or <br />afterwards, until it is plowed. Vehicles parl(ed <br />along the roadway cause the snowplows to go <br />around them, leaving unplowed areas. They <br />also present a danger to plow drivers when <br />visibility is poor. These "snowbirds" are tagged <br />and towed at the owner's expense! Save <br />yourself money and aggravation while you help <br />us provide for safe and efficient snowplowing <br />serVIces. <br /> <br />Snowmobile Article Continued From Page 2 <br />WHO CAN OPERATE A SNOWMOBILE? <br />. People who are 18 or older. Effective 1 % 1/1998, persons <br />who were born after December 31, 1976, must possess a <br />snowmobile safety certificate. This is true even if the person <br />is over 18. <br />. A person who is at least 14 but younger than 18 may operate <br />a snowmobile if they have a valid safety certificate IN <br />THEIR POSSESSION. <br />. A person younger than 14 may NOT operate a snowmobile <br />on any street in the City of Ramsey. <br />WHAT EQUIPMENT IS REQUIRED ON A <br />SNOWMOBILE? <br />. Bral(es to stop and control the movement of the snowobile. <br />. A "dead man throttle". <br />. A headlight of sufficient intensity to reveal people or objects <br />at a distance of 100 feet. <br />. At least one red taillight. <br />. 16 square inches of reflective material in front of the handle <br />bars. <br />. The muffler must be in working order and not modified at <br />all. <br />. If towing people or things you must use a rigid tow bar. <br /> <br />Although a landowner maintains the road right-of-way, they <br />are publicly owned. Therefore, landowners CANNOT place <br />barricades, fences, posts, or other objects, including snow piles, <br />in the right-of-way. If they place such items in the right-of-way <br />they are subject to civil liability in the event these items cause <br />injury or damage to a vehicle. <br />Please contact the Ramsey Police Department for a full copy of <br />the snowmobile ordinances at (763) 427-6812.
