WHERE DOES THE MONEY Go? CONTINUED FROM PAGE 9 <br />The City has the following Capital Project Funds: <br />1. Public Improvement Revolving Fund — Revenue source is the special <br />assessments collected for the public's share of the City's street <br />maintenance program. Expenditures consist of the City's share of the <br />annual street maintenance program. <br />2. Municipal State Aid Fund (MSA) — Revenue source is the annual <br />allotment received from the State of Minnesota. The City only receives <br />funding on those streets that have been designated an MSA street. <br />Allowable expenditures are those costs associated with a MSA street <br />and outlined in the City's Capital Improvement Program. <br />3. Public Facilities Construction Fund — This fund is used to account <br />for resources to be used for acquisition of land and construction of public <br />facilities. Revenue source has been a year -end transfer from the General <br />Fund per reserve policy. <br />4. Mississippi River Storm Water Drainage District #1- Revenue <br />source is the property tax collected via special taxing district that has <br />been created within the District. Allowable expenditures are those costs <br />associated with the construction of storm drainage system in District #1. <br />5. Annual Improvement Funds — City creates a project fund to correlate <br />with each debt service fund (listed above). This fund keeps track of all <br />expenditures related to a particular bond issue. Example: water tower <br />#2, Fire Station #1, Azurite Street Construction, etc. <br />6. 2002 Capital Equipment Certificates — Records costs associated with <br />the acquisition of capital equipment. Only expenditures are recorded <br />here, as revenue is recorded under debt service funds. <br />ENTERPRISE FUNDS — Enterprise funds are used to account for <br />operations that are financed and operated in a manner similar to a private business. <br />The costs of providing goods or services to the general public are financed through <br />user charges. <br />The City has the following Enterprise Funds: <br />1. Water Utility Fund — Revenue source consist of user fees on commercial <br />and residential water consumption. User fees are used to offset the <br />costs associated with the operation of water towers, wells and pump <br />houses. <br />2. Sewer Utility Fund - Revenue source consist of user fees on commercial <br />and residential sewer usage. User fees are used to off set the operating <br />costs of the City -owned sewer system. The City pays a monthly fee to <br />Met Council for sewer charges based on the amount of wastewater <br />generated. <br />3. Street Light Utility Fund — Revenue source consists of user fees on <br />Ramsey residents for the use of subdivision and priority street lights. <br />User fees are used to offset the costs of installation, electric and <br />maintenance of these street lights. <br />4. Recycling Utility Fund — Revenue source consist of a user fee on <br />Ramsey residents for the bi- weekly collection of curbside recycling. The <br />user fees that are collected are submitted to Ace Recycling. Ace's charge <br />to the City is the same as that billed to the residents. <br />5. Storm Water Utility Fund — Revenue source consists of a user fee on <br />commercial and residential properties to fund the operation and <br />maintenance of the city's existing storm sewer system. <br />Continued on Page 12 <br />Fo <br />Always forgive your enemies; nothing annoys them so much. — Oscar Wilde <br />DONATE USED <br />CAR SEATS! <br />11 <br />Did you know ... That car <br />seats have life span of <br />approximately six years? That car <br />seats have to be destroyed if they <br />are in a vehicle crash regardless if <br />a child was in the seat at the time, <br />or the severeness of the crash? <br />That car seats must have all the <br />original manufacturer information <br />intact on the seat in order to verify <br />the seat is safe to use? That car <br />seats that are purchased second <br />hand from someone you do not <br />know could have fatal results? <br />The Ramsey Police <br />Department is taking used car seat <br />donations. We are requesting that <br />instead of selling a used car seat to <br />someone you do not know, donate it <br />to a good cause! All used car seats <br />will be either properly destroyed if <br />they are beyond their expiration date <br />or affected by a recall, or if they <br />are in good condition they will be <br />used for training new nationally <br />certified child passenger safety <br />technicians in Anoka County who <br />are required as part of their training <br />to practice their technical skills. <br />Used car seats can be <br />dropped off at the Ramsey Police <br />Department. Receipts will be <br />provided for your donation. Thank <br />you for keeping our kids safe! <br />PLEASE NOTE <br />Due to the high volume of <br />building in our community, the City <br />requires at least two to three days <br />notice for all building inspections and <br />five to six days for building permit <br />approval. <br />
