12 <br />PUBLIC WORKS DEPARTMENT <br />JOINS <br />RECYCLING DAY ACTIVITIES <br />The City of Ramsey Public Works <br />Department is offering wooden lathes again this <br />year at its annual Recycling Day activities. The <br />intent of the program is to reduce the amount of <br />damage caused by snowplows contacting the <br />easement (curbline) early in the snow plowing <br />season, when most of the sod damage occurs. The <br />City will provide wooden lathes for homeowners <br />to install along the easement. The lathes should be <br />spaced every twenty to thirty feet along the <br />easement to help plow drivers identify the edge of <br />the road early in the season. The lathes will <br />eventually break off, however, by that time they <br />will have served its purpose in establishing the curb <br />line. <br />In the past, some residents have used <br />metal fence posts to mark the edge of the road and <br />this causes several problems. There is the danger <br />of striking a buried utility line when installing metal <br />posts into the easement. Metal posts also present <br />a danger to other motorists if they were to slide <br />into one of these posts with a car or snowmobile. <br />Lastly, the posts prove to be a hindrance to snow <br />removal crews when pushing snow back to provide <br />room for visibility or additional snow storage space. <br />Residents will be asked to fill out a form <br />that will include their name and address when <br />picking up their wooden lathes. There will be a <br />limit of six lathes per household. If you're unable <br />to pick up your wooden lathes at the Public Works <br />facility on Saturday, September 27, 2003 from 8:00 <br />— 12:00 p.m., stakes will be available at City Hall <br />during regular business hours. <br />For further information please call the City <br />Hall at (763) 427 -1410. CONTINUED FROM PAGE 11 <br />INTERNAL SERVICE FUND — An Internal Service Fund <br />is used to account for the financing of goods or services provided by <br />one department to other departments of the City on a cost <br />reimbursement basis. <br />The City has the following Internal Service Fund: <br />1. Insurance Fund — Revenue source consists of insurance <br />refunds. Allowable expenditures are the those costs <br />attributed to the deductible portion of the City's insurance <br />policies. <br />EXPENDABLE TRUST FUND — Expendable Trust Funds <br />are used to account for assets held by the City in the capacity of a <br />trustee. <br />The City has the following Expendable Trust Funds: <br />1. Landfill Trust Fund — Revenue source was the monthly <br />gross revenues generated when the landfill was in <br />operation. Allowable expenditures are those that the City <br />may incur in relation to the landfill. <br />2. Escrow Fund — The Escrow Fund's revenue source are <br />deposits held from developers, contractors, builders or <br />residents. Allowable expenditures are those costs incurred <br />related to each individual escrow account such as platting <br />fees, legal costs, inspections, etc. Any funds remaining <br />at the end of a project is returned to the party who <br />deposited the funds. <br />3. Park Improvement Trust Fund — Revenue source are <br />all park dedication fees and trail fees as outlined in a <br />development agreement. These funds are allowed to be <br />spent on park improvements and land acquisition. <br />4.
