<br />RAMSEY CITY COUNCIL ADOPTS 2004
<br />GENERAL FUND BUDGET
<br />
<br />The City of Ramsey adopted the 2004 Operating Budget
<br />for the General Fund on Tuesday, December 9, 2003. The City
<br />continues to be committed to providing citizens and property
<br />owners outstanding City services, while emphasizing cost
<br />efficiency and effectiveness. These services enhance the quality
<br />of our lives and also ensures that Ramsey home values continue
<br />to grow. A few of the services provided by the City include:
<br />
<br />Snow plowing, street cleaning and maintenance
<br />Police and fire protection
<br />Use of City parks and trails
<br />Compliance monitoring of City Codes
<br />Community planning and zoning
<br />Economic Development
<br />
<br />The General Fund
<br />The General Fund accounts for the main operating
<br />expenditures for the City of Ramsey. Total expenditures
<br />increased 4.99% from $7,415,480 (adopted 2003) to $7,785,449
<br />(adopted 2004).
<br />The General Fund includes General Government, Public
<br />Safety, Public Works, and Parks and Recreation.

<br />General Government
<br />
<br />General Government consists of the following
<br />functions: Mayor and Council, Administration, Elections, Finance,
<br />Assessing, Legal, Data Processing, Newsletter, and General
<br />Government Buildings. Descriptions of the major functions
<br />follow:
<br />
<br />Mayor and Council is the policy mal(ing body of the
<br />City. It is the responsibility of the Mayor and Council to implement
<br />the power of the City as prescribed by State Statute and City
<br />Charter.
<br />Administration is responsible for implementing policies
<br />and directives as established by the City Council. The department
<br />is responsible for the administration of general or multi-
<br />department organizational activities and also provides for the
<br />coordination of information to the public. In addition, the
<br />department coordinates all personnel functions.
<br />Finance is responsible for the fiscal management,
<br />processing and maintenance of all accounting transactions for
<br />the City. These include, but are not limited to, financial policies
<br />and procedures, audit, budget, borrowing and investment
<br />activities.
<br />Assessing is contracted through Anoka County. The
<br />County is responsible for the equitable valuation and classification
<br />of all properties within the City.
<br />Legal accumulates expenditures associated with general
<br />and prosecution fees paid to legal counsel for all of the City's
<br />legal affairs.
<br />
<br />Planning and Zoning performs functions
<br />relative to land use, planning, development plan review,
<br />redevelopment, economic development, zoning, and
<br />code enforcement.
<br />Data Processing reports all computer-related
<br />costs, including maintenance and capital outlay for all
<br />of the City's computer systems.
<br />General Government Buildings is
<br />responsible for the repair, maintenance, and utilities for
<br />the operation of City Hall.
<br />Newsletter is responsible for the production
<br />of the City newsletter.

<br />Public Safety
<br />
<br />Public Safety consists of the following
<br />functions: Police Protection, I Fire Protection, Building
<br />Inspection, Civil Defense, Traffic Engineering, Animal
<br />Control and DARE. Descriptions of the major functions
<br />follow:
<br />Police Protection is responsible for traffic
<br />and neighborhood patrol, incident investigation and
<br />crime prevention. The Police Department has
<br />seventeen full-time officers, a Community Service
<br />Officer, Crime Prevention Specialist and three
<br />administrative staff.
<br />Fire Protection consists of a paid-on call Fire
<br />Department. This department is responsible for public
<br />safety services in the area of fire suppression,
<br />protection and emergency responses. The position of
<br />Fire Chief has a portion of his time allocated to the
<br />direction of Public Works.
<br />Building Inspection is responsible for the
<br />administration of the State Building Code regulating
<br />construction and the use or occupancy of public and
<br />private buildings and structures.
<br />Civil Defense is responsible for the upkeep
<br />and maintenance of the civil defense sirens.
<br />Traffic Engineering is responsible for the
<br />design, operation, and maintenance of safe traffic
<br />control measures.
<br />Community Orienting Policing is
<br />responsible for administering crime prevention control
<br />measures.
