City Council Highlights May 12, 2026 Councilmembers in attendance were: Mayor Heineman, Councilmembers Buscher, Olson, Peters, Riley, Specht, and Stewart. Approve Agenda The motion to approve the agenda included the removal of three cases from the agenda: Council Business Case 4: Adopt Resolution #26-102 Designating the Historic Minnesota State Flag as the Official Flag of the City of Ramsey to Ensure Local Control and Fiscal Responsibility, Case 5: Adopt Resolution #26-108 Expressing Formal Disapproval and Censure of Governor Tim Walz and Case 6: Adopting Resolution #26-111 Authorizing Staff to Explore City's Ability to File Claim Against Governor Walz and Other State Leaders. The motion passed with a vote of 4to3. Presentation The regular City Council meeting began with three presentations; the first was a Proclamation declaring May Amyotrophic Lateral Sclerosis (ALS) Awareness Month. The next presentation was the annual Fire Department update and review, which included service data, trends, and activities for 2025. The final presentation was in recognition of retiring Fire Chief/Emergency Manager Matt Kohner on his 24 years of service. Consent Agenda The City Council unanimously passed 15 Consent Agenda items. Public Hearing One public hearing was on the docket to Consider a Request to Adopt Resolution #26-096 for Right -of -Way and Easement Vacation of a portion of Basalt Street; Adopt Resolution #26-097, Approving a Final Plat for "ACE Second Addition;' and; Introduce Ordinance #26-06, Approving a Zoning Map Amendment from I-1, Light Industrial to I-2, General Industrial, for 14021 Azurite Street NW, 14021 Basalt Street NW, and 14050 Basalt Street NW; Case of ACE Solid Waste. ACE recently acquired an adjacent property at 14021 Basalt Street NW with the intent to remove the building and expand the truck parking lot into this area. The parking lot expansion requires the three components considered in this case. Council approved resolution #26-096; #26-097, and introduced Ordinance #26-06. Council Business Included Three Cases The first case was to introduce Ordinance #26-10, Authorizing the City of Ramsey to Sell Parcel of Real Property. This case is to introduce an ordinance to sell property owned by the City that is no longer needed for current or future City functions or right-of-way. This parcel is located off of Sunfish Lake Boulevard and does not have street access. This parcel is currently not a buildable lot due to the topography and existing stormwater. This parcel will be marketed/sold for development to an adjacent land owner. Council approved the introduction of Ordinance #26-10. The next case was to Adopt Ordinance #26-07, Amending Street Names in the Plat of "Riverstone." In 2017, during the approval of the Riverstone development, some roadway names were selected that deviated from the grid but maintained an alphabetical order of animal names. While some numbered avenues were adjusted, they weren't included in the ordinance. The City assigned addresses based on the intended street names, which do not match the official names on the plat. The Anoka County Surveyor's Office requested that the City correct this issue, prompting the Council to adopt the ordinance. The final case was to Adopt Ordinance #26-08, Amending a Street Name in the Plats of "Affinity at the COR" and "Ramsey Town Center Addition." This case concerns Ramsey Parkway, which extends from Ramsey Boulevard to the roundabout on Sunwood Drive. Ramsey Parkway currently has three segments — Ramsey Parkway, Ramsey Parkway East and Ramsey Parkway West. The proposed ordinance would drop the "West" from the street name between Center Street and Willemite Street. "East" Ramsey Parkway is not being proposed for change, since there are 58 townhomes and PACT Charter School on that street. Council approved the adoption of the Ordinance. View the entire agenda.
