<br />Public Notice <br /> <br />~ <br /> <br />Hook-up for City Sewer and Water Services - <br />Not Mandatory in Ramsey <br /> <br />In the 1990's, the Ramsey City <br />Council adopted ordinances that <br />required connection to the municipal <br />sewer and/or water system at the time <br />of sale of a property or in the event <br />of a failed septic system or well if the <br />municipal sewer and water services <br />were available. In an effort to address <br />concerns of residents regarding the <br />extension of municipal services, the <br />Ramsey City Council adopted an <br />ordinance amending sections 4.70.04 <br />and 4.70.05 of City Code on April <br />12,2005. These amendments <br />repealed the requirement that previ- <br />ously existed in City Code for <br />residents to connect to the municipal <br />sewer and/or water system. Residents <br />desiring municipal sewer and water <br /> <br />are now required to petition for such <br />improvements for their subdivision or <br />property. If an existing septic or well <br />becomes non-functional or fails, a <br />resident would have the option to <br />replace the system or petition for <br />services. The portions of City Code <br />which were deleted and amended are <br />listed below: <br /> <br />The following section of City <br />Code was deleted: <br /> <br />4.70.05 Sale of Property. Upon sale or trans- <br />fer of title of a residential improved property <br />by a property owner who elected to remain on <br />a functional private sewer and/or water sys- <br />tem, and whose property was therefore not <br />assessed for city utilities, the city may levy an <br />assessment on said property in an amount <br />consistent with the original assessment. <br /> <br />The following section of City <br /> <br />Wetlands Study <br /> <br />Wetlands provide a wide array of ecological benefits such as wildlife <br />habitat, storm water retention, and water filtration before being discharged into <br />our ground water aquifers. In recognition of the important role of wetlands, the <br />city adopted a wetland buffer ordinance last fall that provides certain levels of <br />wetland buffering, dependent upon a wetland's qualities, if and/or when a prop- <br />erty is developed. <br />A component of the wetland buffer ordinance was a 'Wetlands Functions <br />and Values Study' aimed at determining the quality of individual wetlands. <br />Much of the information can be, or has been obtained, through existing data <br />bases; however, some field verification of that data is also necessary. <br />Representatives of the city will be <br />conducting the field verification <br />worl( through the early part of sum- <br />mer. Once all data has been <br />compiled, a final report and wetland <br />classification map will be generated <br />and presented to city Council for <br />adoption. An existing home <br />which is serviced by a non-functional private <br />sewer and/or private water system shall be <br />required to either (1) connect to the city's <br />sewer system if the home's sewer system is <br />non-functional or connect to the city's water <br />system if the home's water system is non- <br />functional. The connection date shall be <br />within six months of the date on which the <br />system was declared non-functional or (2) <br />cause the non-functional system to be func- <br />tional by compliance with City Code Section <br />8.30 which section is entitled "Sewage <br />Disposal Systems". <br />If you have questions regarding <br />these sections of City Code, please <br />contact Brian Olson, Assistant <br />Director of Public Worl(s, at 763-433- <br />9825 or bolson@ci.ramsey.mn.us <br /> <br />Septic Tank <br />Pumping Permit? <br /> <br />City Ordinance 8.30 "Sewage <br />Disposal Systems" was amended in <br />2001 to require the pumping of sep- <br />tic tanks at least once every three <br />years. A septic tank pumping permit <br />is required each time a tank( s) is <br />pumped in the city of Ramsey. <br />A Minnesota Pollution Control <br />Agency certified pumper also <br />inspects the inlet and outlet baffles, as well as, the ground around the tank for <br />any sewage located on the ground. The septic tank pumping permit is pur- <br />chased by the pumper and should not be confused with the postcard previously <br />used by the city between the years of 2001 and 2003, which only asked for the <br />date the tank(s) was last pumped. In 2005, letters were sent to residents who <br />needed to have their tank(s) pumped that year.
