7. 1. <br />Regular Planning Commission <br />Meeting Date: 05/28/2026 <br />Primary Strategic Plan Initiative: Promote economic growth and development. <br />Information <br />Title: <br />Adopt Resolution #26-110 Concerning the Ramsey Economic Development Authority's Redevelopment Project <br />Area Proposal <br />Purpose/Background: <br />The purpose of this case is for the Planning Commission to consider adoption of Resolution #26-110 Concerning <br />the Ramsey Economic Development Authority's Redevelopment Project Area Proposal. The Planning <br />Commission is reviewing the proposed project by ARAA to ensure it's consistent with the City Comprehensive <br />Plan. This resolution and subsequent actions by the City Council, Planning Commission and EDA will start and <br />complete the process to allow the City of Ramsey to access HRA funds held by Anoka County and to create a <br />Redevelopment Plan and Area (See Redevelopment Area Map) along Riverdale Drive. This land has been vacant <br />for quite some time and has not developed on its own despite improvements to Riverdale Drive NW. The <br />proposed development project involves public and private financing to facilitate development and redevelopment <br />in this area which has not been able to occur on its own. <br />The EDA initiated this process at its May 14 meeting and the City Council will take further action on this project <br />at the May 26, 2026, City Council Meeting. Anoka Ramsey Athletic Association (ARAA) is proposing to build <br />and operate a 100,000 square foot indoor athletic recreational facility south of Hwy 10 on land owned by PSG <br />LLC shown on the attached site map. The City has been working with ARAA since 2021 on various iterations of <br />an impactful regional athletic facility and the locations, sizes and types of the structures have evolved over time. <br />Staff is confident that the current proposal, at its current location, is the best iteration of the project to date. <br />ARAA is a non-profit and has provided a valuable service to the Ramsey community since 1979 and this project <br />will provide additional local opportunities for Ramsey residents and an influx of economic activity and increased <br />tax base to the City of Ramsey. A proposed schedule to create the Redevelopment Plan is attached. This <br />development project will likely result in spin-off commercial development adjacent to the site that would not have <br />occurred if the ARAA project had not been completed. <br />The Planning Commission has only been asked to confirm that proposed project use is consistent with the <br />Comprehensive Plan, not to provide comments as to the project viability, site plan review, or city level of financial <br />participation. If the project moves forward, it will go through the normal land use application process with <br />Planning Commission review. <br />Notification: <br />No Notification was required for the Planning Commission Meeting action item. <br />Time Frame/Observations/Alternatives: <br />
