Chairperson Johns stated some of these improvements are slated for the spring. She wondered if
that is when this will happen.
Parks/Utilities Supervisor Riverblood explained the Council approved all of these projects.
Irrigation for Elmcrest Park is scheduled to be done in the next few weeks. The drinking
fountains have been ordered and will be installed in the spring. The shelter work will be
completed this fall before Christmas and the concrete will be poured in the spring. The other
projects will have a deadline for May of 2007.
Chairperson Johns stated the Central Park shelter was nice to see that it was added and approved.
She wondered if this would be able to be used in 2007.
Parks/Utilities Supervisor Riverblood stated the quote came in at approximately $76,000 for all
of the piping and fixtures and everything. They were able to get the amount down to $36,000
because they are using staff for some of the work on the project.
Commissioner Erickson asked if they were going to add a mister to Elmcrest Park as well.
Parks/Utilities Supervisor Riverblood indicated they did add this as a project for 2007.
Commissioner Hansen wondered if the water to the mister will be shut off at a certain time so
kids do not rig the button for the water to continually be on in the evening time.
Parks/Utilities Supervisor Riverblood indicated they could do something like this if needed.
Either an automatic shut off or a manual shut off valve.
Case #2: Review Parks Projects in CIP
Civil Engineer II Linton reviewed the parks projects in the CIP with the Commission. He stated
the trails that were slated for 2005 are still being worked on.
Chairperson Johns noted Highway 47 Trott Brook Cemetery to Elmcrest is the only thing in 2006
that was added. She stated she still wanted to see this get done because there is still a lot of foot
traffic along Highway 47 to get to Elmcrest Park.
Civil Engineer II Linton stated he added some items to the list for future years. They will
combine sewer and water at Emerald Park to connect to a restroom and water service for 2007.
This will be better than the portable bathrooms. He stated at Village Square Park they are
looking at concept planning to develop the park.
Chairperson Johns noted as part of development she thought RTC was supposed to develop all of
the parks in the area and now they are looking at $3,000,000 in costs.
Civil Engineer II Linton indicated RTC did give them land for the park but the City was
supposed to develop this particular park.
Park and Recreation Commission/November 9, 2006
Page 3 of 8
