community events, business access signage during detours associated with construction projects,
and notice of restrictions that the Police Department may require.
City Engineer Jankowski advised staff recommends that; (a) the attached draft policy be
reviewed and recommended for adoption; (b) the City authorize the purchase of sign making
equipment in the amount of $20,000 to facilitate the production of these needed address signs as
soon as possible; and (c) that staff identify and send notices to developers who are responsible
for the installation of these signs pursuant to their development agreements with the City.
Public Works Director Olson stated the Police Department has indicated an interest to contribute
some funds for this purchase, and the Equipment Replacement Fund could be utilized as well.
There could be an escrow required from developers if they choose to have the City produce the
signs. The recent 911 call that was received was in a subdivision that was very difficult to
find. Letters will be sent to the developers with a three to four week timeframe allowed to meet
the requirements.
Chairperson Elvig suggested an explanation of the 911 incident could facilitate response from
the developers.
Councilmember Olson commented the developers maybe happy to comply with this
requirement, as it should assist in people being able to locate their townhouses that are for sale.
Chairperson Elvig inquired about the appearance of the signs.
Public Works Director Olson replied staff had considered that these would be normal street signs
with address ranges.
Motion by Chairperson Elvig, seconded by Councilmeinber Olson, to recommend to City
Council that; (a) the attached draft policy be reviewed and adopted; (b) the City authorize the
Public Works Committee / Apri118, 2006
