Case #1: Discuss Sewer and Water Extension Feasibility Studies for 157t" Lane and <br />Ramsey Boulevard <br />City Engineer Jankowski stated the initiation of the Northwest sanitary sewer and water project <br />has caused interest among some existing residential properties in the area for connecting to City <br />municipal service. On July 8, 2005 petition was received requesting the extension of sanitary <br />sewer and water to nine properties fronting on (or near) Ramsey Boulevard. On February 14, <br />2006 a petition was received requesting the extension of sanitary sewer and water along 157th <br />Lane from Ramsey Boulevard east to the cul-de-sac. This petition was signed by 15 of the 17 <br />properties that would. be benefited from the utility extension. Mr. Jankowski explained while <br />both petitions represent distinct projects their proximity to each other has some interconnection <br />toward project costs, particularly those cost associated with trunk costs that would be borne by <br />the City. Mr. Jankowski explained additionally, these two projects differ significantly in another <br />respect. The project area for the 157th Lane project is quite well defined while that of the Ramsey <br />Boulevard project could be configured in a number of varying alternatives. For this reason- the <br />development of the feasibility study for the 157th Lane project has been refined to a draft <br />document, while the Ramsey Boulevard project still has a number of issues that would need to be <br />defined before achieving that status. <br />City Engineer Jankowski advised the purpose of this case is to present to the Public Works <br />Committee the current status of these studies and to outline the issues that would be helpful to <br />discuss and receive input on prior to proceeding to their being finalized. The engineering firm of <br />Bolton & Menk Inc. has been preparing these feasibility studies and Mr. David Martini is present <br />to make a presentation on the issues staff feels should be discussed prior to finalizing these <br />studies. Because of the more advanced status of the 157th Lane feasibility study, notice that this <br />project is to be discussed at this meeting was mailed to the property owners. <br />David Martini, Bolton & Menk, Inc., stated questions have been raised as to how to proceed with <br />the feasibility studies for 157th Lane and Ramsey Boulevard projects. Mr. Martini provided a <br />presentation on the proposed scope for the sewer and water extension feasibility studies <br />including the following information: <br />Background <br />157th Lane Proposed Scope <br />o Watermain extended up Ramsey Boulevard from 149th Ave <br />o Watermain looping options have been considered (Option A and Option B) <br />o Sanitary sewer extended from the trunk sewer line being extended to the north <br />157th Lane Questions <br />o Who pays for sewer between trunk and the street? <br />o Watermain looping options? <br />o Extent of street improvements? <br />o Should the street be extended? <br />o Future connection to Dolomite Street -Build now?
