^ Ramsey Boulevard Proposed Scope <br />o Extend watermain and sanitary sewer and watermain up to Ramsey Boulevard <br />from 149th Avenue <br />o Construct temporary lift station to serve 153rd Avenue <br />o Bituminous street repair <br />^ Ramsey Boulevard Questions <br />o Should water and sewer be extended down 153rd Avenue? <br />o Watermain looping? <br />o Should street repairs include street widening and upgrade to urban section? <br />o How should the benefiting service area be defined? <br />o How should corner lots be assessed? <br />o Who should pay for the temporary lift station? <br />Public Works Director Olson requested Mr. Martini outline the range of assessments per lot <br />determined through preliminary estimates, as well as the assumptions of the City participation <br />with each of the projects. <br />Mr. Martini indicated the assessments for both of these projects were estimated at $295 per foot. <br />Due to the large frontage on some of these lots the 157th Lane preliminary estimates the <br />assessments from about $60,000 up to over $150,000 per lot if it is determined on a per foot <br />basis. This includes a nominal assumption as to right-of--way. Mr. Martini reported on the <br />following preliminary estimates: <br />^ Option A with a loop through 157th Lane: Total project cost of approximately $3.2 <br />million; $1.5 million would be assessed; City cost of $1.6 million for the extension from <br />149th up to 157th and the looping. <br />^ Option B with 157th Lane as a stand-alone project: Total project cost approximately $2.4 <br />million; $1.5 million would be assessed; City cost is reduced to approximately $930,000 <br />due to the looping costs being reduced. <br />^ Ramsey Boulevard as a stand-alone project: Total project cost approximately $1.6 <br />million; approximately $1.3 million in potential assessments; City cost of approximately <br />$250,000. <br />Mr. Martini advised there is a potential for savings if the 157th Lane and Ramsey Boulevard <br />projects are combined with approximately $350,000 of the watermain extension that could <br />potentially be assessed. This would reduce the costs in the 157th Lane scenario if both projects <br />were to proceed. <br />Acting Chairperson Cook inquired if the reasons for the petition are known. <br />Dale McKusick, 6801 157th Lane NW, stated part of the reason for the petition was due to the <br />extension coming towards 157th Lane. There are about seven properties on 157th Lane that can <br />subdivide, and the money could likely be used to pay for City sewer and water. He questioned if <br />the cost estimates include sidewalks, curbing, etc., as there are areas in Ramsey that do not have <br />sidewalks. He stated 157th Lane is a unique area, and rather than having a gutter system there <br />could basically be a ponding system because there is a lower area on one side of it.
