Acting Chairperson Cook suggested the possibility of providing City sewer and creating a <br />community well until water comes up Ramsey Boulevard. The well would provide a pressurized <br />system, the lots could be subdivided, and when water comes up Ramsey Boulevard the <br />community well could be capped and the lots hooked into City water. <br />Mr. McKusick stated City sewer and water is a positive thing to the residents, but they are a little <br />sticker shocked by the estimated assessment costs. If this is reviewed by the full Council he <br />would request more accuracy on what specific lot assessments would be and what reductions <br />could be done, such as the possibility of sidewalks later. <br />Motion by Acting Chairperson Cook, seconded by Councilmember Olson, to move the <br />discussion of sewer and water feasibility studies for 157th Lane and Ramsey Boulevard to a work <br />session for discussion by the full Council. <br />Further discussion: It was requested that the residents be provided information on the <br />assessment costs annually. Public Works Director Olson replied generally the assessments can <br />be paid off upfront without interest, but can also be placed on the property owners' taxes and <br />collected as part of the annual payment to the county. At this point staff is still trying to <br />determine the scope and costs of the project. City Engineer Jankowski indicated in the past <br />sewer and water extensions have been assessed over 10 years, but they could be assessed over a <br />longer period. The feasibility study will include a table showing the proposed assessments and <br />the annual cost. <br />Motion carried. Voting Yes: Acting Chairperson Cook and Councilmember Olson. Absent: Chairperson Elvig. <br />Case #2: Consider Turnback of CR 64 by Anoka County <br />City Engineer Jankowski stated recently, the Director of Public Works met with Anoka County <br />officials to discuss the turnback of CR 63 between Armstrong Boulevard and Nowthen <br />Boulevard to the City as a City street. <br />Public Works Director Olson presented a layout map of CR 64 to the Committee. He explained <br />at the present time this roadway is in poor condition with two 10-foot travel lanes and no <br />shoulders. Prior to turnback to the City the roadway could be reconstructed with two 12 foot <br />travel lanes and four foot paved shoulders along with 12 foot turn and bypass lanes. at Armstrong <br />Boulevard, Variolite Street and Nowthen Boulevard at an estimated cost of $1.25 million. Mr. <br />Olson advised development pressures within this area may cause the City to consider two other <br />options, which were suggested by the County short of the cost of full reconstruction. The first <br />alternative would be to reclaim the existing bituminous and repave with 12-foot lanes. In <br />addition this alternative would include mucking out the widening required along the wetlands <br />located on the east and west ends of the project. This alternative would reduce the cost of the <br />project to $800,000. A second alternative would consist of a simple overlay and widening to 12 <br />foot through lanes at a cost of $250,000. The cost difference between the reconstruction and the <br />alternative selected by the City as a condition of the turnback would be returned to the City is in <br />either the form of cash or reduced contributions on other joint projects. <br />Public Works Committee !July 18, 2006 <br />Page 5 of ~ <br />
