The Committee discussed the plans for a trail in the future and the future need for right-of--way. <br />Motion by Councilmember Olson, seconded by Acting Chairperson Cook, to recommend that <br />City Council direct staff to negotiate with Anoka County for the turnback of CR 63 with the <br />intermediate level of upgrade as a condition for acceptance. <br />Motion carried. Voting Yes: Acting Chairperson Cook and Councilmember Olson. Voting No: <br />None. Absent: Chairperson Elvig. <br />Case #3: Update on the Feasibility of Installing Sidewalk Improvements on Waco <br />Street <br />City Engineer Jankowski stated at the September 2005 Public Works Committee discussion of <br />providing safe accommodations for non vehicular traffic along Waco Street in the Rivers Bend <br />subdivision resulted in a recommendation that staff pursue the development of a sidewalk along <br />Waco Street from Sunwood Drive to Rivers Bend Park and a trail connection between Highway <br />47 and Waco Street. Mr. Jankowski indicated included in the Committee's packet is a sketch <br />illustrating a .proposed alignment of a trail/sidewalk system. A concrete sidewalk would be <br />placed along the west side of Waco Street between Sunwood Drive and its intersection at 142"d <br />Lane and then continuing along the east side of Waco Street from that point to the park entrance. <br />A boardwalk/trail linkage would be made between the existing TH 47 trail and Waco Street <br />through the wetland (Outlot B) and the City owned property (5200 on the city map). <br />City Engineer Jankowski advised the sidewalk would be five feet wide and located one foot from <br />the property line, however some deviation from this would be required in selected locations to <br />accommodate wetland and mature trees. In general the route selected for this route could be <br />constructed with relatively few conflicts and a minor amount of retaining wall. Mr. Jankowski <br />distributed a cost estimate for the construction of the sidewalk system. He explained this <br />estimate is based upon the experience with the sidewalk installation on 145th Lane in 2004, and <br />the unit prices have been increased for inflation by 20% since that time. <br />Acting Chairperson Cook asked these improvements would be assessed or paid through the Park <br />and Trail Fund. <br />City Engineer Jankowski replied staff is requesting direction as to implementation and funding <br />for the improvements. Options would be to fund the costs through the Park and Trail Fund or to <br />assess a portion of the costs. <br />Acting Chairperson Cook inquired if these improvements have been driven by the residents. <br />City Engineer Jankowski replied there was a request by residents, but he does not know that <br />there was a petition submitted. <br />Councilmember Olson asked if there is a history of assessing this type of project. <br />Public Works Committee /July 18, 2006 <br />Page 6 of 7 <br />
