<br />this house will be removed and there will be a road going through will not be very popular. <br />There should be a neighborhood meeting to explain the situation to the residents. <br /> <br />City Engineer Jankowski reviewed the following funding sources for the project: <br /> <br />Source <br />Sewer <br />Trunk Fund <br />Water <br />Trunk Fund <br /> <br />Amount <br /> <br />Comments <br />The CIP has anticipated $75,000 however the reduced cost of <br />the sewer installation would be $26,000 <br />This represents a contribution from the water trunk fund toward <br />the cost of the property to make this looping feasible <br />The Public Improvement Revolving Fund would be the <br />remaining source available for this project. <br /> <br />PIR Fund <br /> <br />$ 49,000 <br /> <br />$ 5,000 <br /> <br />$ 125,000 <br />to $265,000 <br /> <br />City Engineer Jankowski indicated there may be some consideration of approaching the <br />developer, as he will save money ifthis road goes through due to having a less expensive cul-de- <br />sac to construct. The City has entered into a development agreement with the developer, but <br />there may be enough room on there for another lot in which case he may be open to discussions. <br /> <br />Public Works Director Olson indicated he does not believe there will be enough land available <br />for an additional lot, but it could be brought back to Council for discussion. The developer will <br />likely save money without the requirement for the expensive bulb on the cul-de-sac, but there <br />will still be half of the cul-de-sac. The savings will likely be in the range of $10,000, which is <br />not significant. <br /> <br />Chairperson Elvig clarified that staff will be reviewing this with the developer to determine the <br />possibility of sharing some of the costs of the project. <br /> <br />City Engineer Jankowski indicated it is anticipated that the public will not be in favor of this, and <br />there will likely be a discussion ofthe traffic generated. Staffs recommendation is to complete a <br />traffic analysis. <br /> <br />Chairperson Elvig inquired about the effort involved in the traffic analysis. <br /> <br />Public Works Director Olson replied the cost will likely be approximately $2,000. <br /> <br />Chairperson Elvig indicated the current recommendation of the Committee would be to direct <br />staff to get a more accurate estimate on costs and to proceed with a traffic study. He asked <br />whether the traffic study can be completed in a short time period. <br /> <br />Representatives of Bolton & Menk indicated it is feasible, as they have data from the traffic <br />impact study for the development across the road. <br /> <br />Public Works Director Olson indicated it can be determined whether City Attorney Goodrich has <br />the ability to act on behalf of the City as a realtor/broker before meeting with the neighborhood. <br />Results of the traffic analysis and the refined numbers can be presented to Council at the first <br />meeting in February with direction requested on whether to proceed. <br /> <br />Public Works Committee / January 16,2007 <br />Page 7 of 13 <br />
