the hearing notices as it relates to the Comprehensive Plan. They were advised that the proper <br />procedure is to initiate a comprehensive plan amendment to change the preferred land use back <br />to residential rather than places to work. Since there was some discussion as to the accuracy of <br />just which Iots would be rezoned to places to work with respect to the comprehensive plan, Staff <br />was directed to verify the accuracy of the proposed zoning map. Staff checked the <br />comprehensive plan and the proposed zoning map that was sent out for the June public hearing <br />was accurate. The notice and map were resent to property owners within 700 feet of this area. <br />On May 27, 2003, the residents of Rivlyn submitted a petition to the City Council requesting that <br />they amend the comprehensive plan to maintain the Rivlyn Street neighborhood-.as residential <br />and not rezone it to places to work. Council has received the petition and will be discussing the <br />matter' at a future work session. <br /> <br />With respect to the Holasek property, the proposed zoning map that was sent out with the <br />hearing notice reflected that the property south of Riverdale, west o£ the hotel, would remain <br />commercial. However, that ,,vas in error; the proposed zoning map should have reflected that the <br />Holasek property would be rezoned from commercial to low density residential in accordance <br />with the new comprehensive plan. Mr. Holasek ,,vas present and opposed changing the zoning <br />from commercial to residential. Mr. Holasek was advised that he needs to initiate a <br />comprehensive plan amendment to change the preferred land use for that parcel back to <br />commercial. Since there was an error in the proposed zoning map that was sent out, City Staff <br />did send out another heat'ing notice and a corrected proposed zoning map to persons owning <br />property within 700 feet of the Holasek property. <br /> <br />Francis Welte of Instantop at 16051 Alpine Drive N.W. noted that the west end of the Hwy. 10 <br />commercial district has been zoned for light commercial uses roi' many years and it is proposed <br />to stay that with new zoning map proposed. She suggested that the west end of Highway #10 be <br />zoned B-2 like the rest of the higl:way corridor so that the existing uses at Alpine and #10 will <br />become conforming instead of remaining lawful non-conforming. The Plmming Commission <br />and City Staff' agreed that the commercial district on the north side of Hwy. 10, at the <br />intersection of Alpine, should be zoned like the rest of the highway corridor. The proposed <br />zoning map has changed that commercial area from B-1 General Business to B-2 Highway <br />Business. A new notice and map was sent to persons owning property within 700 feet of this <br />area. <br /> <br />Dr. Hartman of the veterinary clinic on Hwy. #10 was present and suggested that animal clinics <br />be added to the list of permitted uses on the highway con'idor. The Planning Corm~'dssion and <br />City Staff agreed that the permitted uses on Hwy. #10 should include animal clinics and the text <br />was amended accordingly. <br /> <br />Recommendations: <br /> <br />'Reconvene the public hearing and take any additional comrnents. Forward a recommendation to <br />City Council to adopt the text and map '-as proposed and amended, with the exception of the <br />Rivlyn Street area.
