Tiger Meadows <br />Preliminary Plat Review <br />May ~0, <br />2 <br /> <br />10 <br /> <br />.Grading and Drainage: Drainage from proposed streets are directed to two existing low areas, <br />the open water basin located in the no~1l~western corner of the property, and a depressional basin <br />to the south central portion of the plat. The proposal is to have two sedimentation ponds receive <br />storm water from separate catch basins on 170ti' Avenue mhd Rabbit Street discharge irito the <br />open water basin. Similarly, two separate sets of catch basins on 170th Avenue and Rabbit Street <br />are proposed to discharge directions in the south central depression. As mentioned elsewhere.in <br />this review, it is uncertaii~ whetlxer this area is classified as wetland. Pre-treatme~4_t may also be <br />required for this basin if it is determined to be a wetland. <br /> <br />Staff recommends that the number of sedimentation basins be consolidated to the maximum <br />extent feasible. Ditches on grassed swales proposed for use are subject to erosion. Their use <br />should be minimized or subject to state erosion control design standards. The extend of what will <br />be acceptable will be determined after the status of the south central basin is determined. <br /> <br />Because neither basin has an outlet the flood elevation should be determined by back tO back !00 <br />year precipitation events. The calculation submitted appears to establish the flood plain for a <br />single 100 year event as well. The calculation should clearly show the height of the flood event <br />as well as the normal water level for each basin. <br /> <br />The grading plan should be revised to include pipe sizes. <br /> <br />Access: The plat proposes access to the area street system at three locations: 170tl~ Street would <br />connect to Tiger Street at a location approximately 200 .to 250 feet north of Armstrong <br />Boulevard. A second access poini'would connect Rabbit Street from the north end of the plat to <br />- its cra'rent southern terminus in Alicia Addition to the north. It should be noted that this roadway <br />connection would not be completed al this time, since a 330 foot wide, 20 acre parcel lies <br />between the subject parcel and Alicia Addition. The northern te~xninus of Rabbit street within <br />this plat must be provided with a temporary turn around until tlxe adjacent parcel develops. <br /> <br />Rabbit Street is also being extended to the southeastern plat boundary line. The City has receNed <br />a variance reqaest to the 600 foot cul-de-sac length. The Board of Adjustment will be reviewing <br />the variance request at their June 5tl~ meeting. <br /> <br />The City Council is interested in providing for a Com'~ection fi'om Rabbit. Street to Nutria Street <br />(located in Autumn Heights subdivision east of the subject property). Staff and the City Attorney <br />are researching the best option for providing this connection. <br /> <br />Right of access should be dedicated to Anoka County along County Road 83, except for the <br />existing driveway access. <br /> <br />Utilities: All lots will be served by an on-s~te sewer system and private well. <br /> <br />Wetlands: A wetland identification and delineation report has been prepared by Miller <br />Enviromnental ibr this parcel.
