Item 14 Mitigation Element. The Ramsey 200.1 Comprehensive Plan was amended in <br />2002 and contains the measures needed to effectively implement resource protection for <br />all of the resource protection zones adjacent to the RTC site. <br /> <br />The City's compliance with each of the applicable Executive Order 79-19 Standards and <br />Guidelines that must be followed is assured through implementation Of the Plan. Since <br />the regulated area is not on the project site, but could be affected by it, the City will <br />evaluate all phases of construction for impact on the re~malated area. <br /> <br />DNR has ascertained that, based on the information provided to them, the applieable <br />Executive Order 79-19 Standards and Guidelines for which compliance is needed appear <br />to include the following items. The Executive Order citation is followed by the section in <br />the Ramsey 2001 Comprehensive Plan (C?) in which the DNR reference is addressed: <br /> <br />· The lands and waters within the Rural Open Space District shall be used and <br /> developed to preserve their open,.scenic and natural characteristics and ecolo~cal and <br /> economic functions.
