Preliminary Plat Review: Town Center Gardens <br />May 30, 2003 <br />Page 2 of 4 <br /> <br />determine that the area will be adequately served by public infrastructure. Please provide staff a <br />sketch of what is anticipated to be developed in the outlots. <br /> <br />Streets: The development is served by a combination of public and private streets and driveway <br />collectors Streets A, B, and C are proposed to be public streets. The private streets serve the <br />majority of the townhome units. The plat is showing on access onto County Road 56. This <br />access will need to receive an access permit from Anoka County. It is expected ,that additional <br />comments regarding the street layout may be generated by the revisions to the grading, drainage, <br />and utility plans. <br /> <br />Grading, Drainage, and Utility Plans: You have submitted drainage, utility, and grading plans <br />that were reviewed by the City's Engineering Department. Several items were noted that needed <br />to be corrected and changed. You are in the process of making revisions to these plans in <br />accordance with the City comments. Staff expects to receive the corrections early next week and <br />will provide the Planning Commission a verbal report on the plans during the June 5, 2003 <br />meeting. <br /> <br />Wetlands: There is a DNR protected wetland on the property. Review of a wetland delineation <br />report will need to be conducted by the Anoka Soil Conservation District The development plan <br />also appears to show replacement of some of this wetland. The Lower Rum River Watershed <br />Management Organization will review the filling of the wetland and:will make a determination <br />on whether it will be allowed. It is expected that additional comments regarding wetlands may be <br />generated by the revisions to the grading, drainage, and utility plans. <br /> <br />Traffic Generation Analysis: A: traffic generation analysis is currently being conducted for the <br />proposed development by SRF ~onsultants. The traffic generation analysis will look at your <br />development and the impact it will have on the surrounding road network. The implementation <br />of any findings generated by the analysis will be the responsibility of you, the developer. The <br />costs of the traffic generation analysis will be charged to your escrow account. <br /> <br />Park Dedication: The development will be reviewed at the June 12, 2003 Park and Recreation <br />Commission meeting.. The Park and Recreation Commission.canlrecommend that a cash fee or <br />land dedication take place to take care of park dedication requirements. The 2003 Park <br />Dedication rate is $1,800 per unit. It should be noted that the rate in effect at the time the <br />subdivision receives final plat approval will be required. <br /> <br />Trail Development and Trail Fees: The current trail development fee is $475.00 per unit and is <br />due prior to recording the plat. The rate in effect when the subdivision receives final plat <br />approval will be required..Initial staff review indicates that a trail will be required along the west <br />side of Ramsey Blvd. The Ramsey Park and Trail Map shows the west side of Ramsey Blvd. to <br />have a trail. Past practice has been to not allow for trail credit for trail construction in areas <br />where trails are shown on the City of.. Ramsey Park and Trail Map. The trail should be <br />constructed up to 149*h Ave..If so requested, the Park and Recreation Commission will look at <br />the possibility of ~ving credit for that portion of the trail along Ramsey Blvd. that is not on or <br />adjacent to the property, that is part of the plat. (Namely Lot 2, Block 1, Town Center North). <br /> <br />304 <br /> <br /> <br />
