Preliminary Plat Review: Alpine Acres <br />May 16,200.3 <br />Page 4 of 6 <br /> <br />and CSAH 5 and Alpine Drive and TH47. The lowest acceptable level of service is considered <br />to be Level "E". <br /> <br />Utilities and Water Usnge: The development will need to be served by municipal water and <br />sanitary server. Neither sanitary sewer nor wate~Tnain are immediately available to the proposed <br />devetopment. The sanitary sewer trunk main currently terminates 880 feet south, of the Alpine <br />Drive. The closest locations of the water main are an eight-inch main located on th~ south side of <br />Alpine Drive and a 12-inch main on the west side of CSAH 5 (Nowthen Blvd.), a distance 300 <br />feet north of 151 st Lane. <br /> <br />It should be anticipated that the City will require that the trm~l< sanitary sewer line be extended up <br />to and through the site to the CSAH 5, and that the 12-inch watermain be extended along CSAH <br />5 up to County Road 57 (Sunfish Lake Blvd.) and then loop through the site and connect with the <br />existing 8-inch water main on the south side of Alpine Drive. <br /> <br />The sewer and waer trunk expenditures significantly exceed the revenues associated with this <br />development. This issue will be discussed with the Public Works committee on May 20m. <br /> <br />Draina<e and Utility Easements: The final plat should show all common areas dedicated as <br />drainage and utility easements. <br /> <br />Park Dedication: The developrnent ,,vas reviewed by the Park and Recreation Commission at <br />tl~eir April and May meetings. TI:re Park and Recreation Con-m-fission is recommending that park <br />dedication requirements be satis~ed through a combination of land dedication and a cash <br />payment. The 2003 Park Dedication rate is $1,800 per unit, which equates to a cash payment of <br />$363,600. The Park and Recreation Commission recommended that the City accept the .5 acre of <br />proposed open space area located at the southeastern corner of the subject property for [and <br />dedication and credit the developer $32,724 towards the required park dedication fees. Therefore, <br />park dedication will consist of a cash payment in the amount of $330,876 and a .5 acre parcel <br />land dedication that will be utilized for public park pm'poses. It should be noted that the rate in <br />effect at the time the subdivision receives final plat approval will be required. The existing single <br />family homestead is exempt from park dedication requirements. <br /> <br />Trail Development and Trail Fees: The cun'ent trail development fee is $475.00 per unit and is <br />due prior to recording the plat. The rate in effect when the subdivision receives final plat <br />approval will be required. The preliminary plat is providing for an 8-foot bituminous trail along <br />Nowthen Blvd., Alpine Drive, and SunI1sh Lake Blvd. Tb_e Park and Recreation Commission <br />recommended against providing a trail credit for the construction of pedestrian pathways along <br />the Nowthen Blvd. and Sunfish Lake Blvd. The plat is noting several areas of"proposed trail by <br />others," keeping consistent with past policy, the City has required .the developer to construct <br />trails outside of the plat boundary, however the developer receives a credit against trail fees for <br />the construction of the trail. <br /> <br />34 <br /> <br /> <br />
