CASE #: ~ <br /> <br />REQUEST FOR PRELIMINARY PLAT REVIEW OF TIGER MEADOWS <br />CASE OF MONARCH HOMES <br /> By: Megan Wald, Associate Planner <br /> <br />Background: <br /> <br />Monarch Homes has submitted a preliminary plat to develop property located east of Tiger Street <br />and north of Armstrong Blvd. (Coumy Road 83). <br /> <br />The following items are enclosed for your information: <br /> <br />a) Site location map <br />b) Preliminary Plat <br />c) City Staffreview letter dated May 30, 2003 <br /> <br />Notification: <br /> <br />State statute requires notification of preliminary plat public hearing to owners of property located <br />within 350 feet of the subject property. Staff attempted to notify property owners within 700 feet <br />of the subject property. <br /> <br />Observations: <br /> <br />Monarch Homes has a purchase agreement to develop Mr. Johnston's 35.41-acre parcel. The <br />subject property is zoned R-1 Single Family and is located in the Rural Developing Area. The <br />applicant is proposing to plat 11 new single-family rural lots and 1 existing homestead. The <br />proposed lots meet or exceed the ~2]5-acre minimum lot size requirement in the' Rural Developing <br />Area. Each lot will be served by an on-site septic system and private well. All of the lots meet or <br />exceed the 200-feet of street fi'ontage requirement. Staff is requesting verification that Lot 3, <br />Block 3 meets the street frontage requirement at the building setback. <br /> <br />The development is proposing to gain access from Tiger Street. The preliminary plat is also <br />providing for a future access to the north that will someday connect to the dead end road located <br />in Alicia Addition, an existing 14 rural lot residential development located north of the subject <br />property. The preliminary plat is also proposing to extend Rabbit Street to the southeastern <br />corner of the plat boundary line in order to provide an opportunity for a fut~re connection to <br />Nutria Street, located in Autumn Heights subdivision immediately east of the subject property. <br />Providing for this opportunity results in Rabbit Street exceeding the City's 600-foot cul-de-sac <br />length requirements by 357 feet (total length of Rabbit Street is 957 feet). <br /> <br />The City Council reviewed the sketch plan in April and directed staff to work with the City <br />Attorney to determine the best option for connecting Rabbit Street to Nutria. Staff is working <br />with the City Attorney to determine the' best option for providing that connection, however <br />sorting through the legal issues may take extensive time and therefore the applicant has <br />submitted a variance application requesting to exceed temporary cul-de-sac length restrictions. <br />The Board of Adjustment will be reviewing the vm'iance request prior to this case on June 5th. <br /> <br /> <br />
