4) Accept Resignation of Building Official and Appoint an Interim Building Official <br />'l'hc Personnel Committee recommended that the City Council accept Glyn HufF's resignation <br />fi'om his position as Building O[ficial for tile City of Ramsey effective May 6, 2003, and <br />authorize the City Administrator to enter into an agreement with [nspech'on, Inc. for inspections <br />services For a period o1:' six months beginning May I4, 2003. The rate of compensation to <br />Insepctron, ]nc. would be $65.00 pet' hour for approximately 20 hours per week. The Committee <br />also recommended that the City Council appoint Ron Wasmund, President of Inspectron, as the <br />City's building official. <br /> <br />Assistant Git3, Aclministrator Nelson explained ti-tat the agreement they have been working on <br />with [nspectron, Inc. is that the City would pay a fiat rate of $65.00 per hour. Typically <br />cont'mcted building official services require a percentage o.t the permit fee be given back to them. <br /> <br />Motion by Co.,mcilmember Pearson, seconded by Councilmember glvig, to adopt Resolution <br />~03-05-114 accepting the resignation of Building Official Olyn l-luff, and appointing Eon <br />~V~lstlntlild, Cert. ~ 0903, as the City's Building Ol~lqcial. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, and Councilmembers Pearson, Elvig, Cook, Kurak, <br />Strommcn, anti Zimmerman. Voting No: None. <br /> <br />5) C~msidcr Authorization to Begin Recruitment Process for a Civil Engineer II <br /> <br />6) Consideration of Authorization to Begin Recruitment Process for an Associate <br /> P I'a n n e r <br />Thc Personnel Committee recommended that the City Council attthorize staff to begin the <br />recruitment process to lnire a Civil Engineer ii and an Associate Planner. <br /> <br />Councilmember Elvig stated that tbev had discussed moving forward with fl'anchise fees only so <br />that they couht position themseh, es if they needed to because of the cuts to [coal government aid, <br />but they were not necessarily going to adopt the franchise fees. He expressed concern with hiring <br />employees based on the City implementing the franchise fees. <br /> <br />City Administrator Norman replied that the5, should not focus on fl'anchise lees witln these cases <br />because tile positions would primarily be covered by development fees. <br /> <br />Councilmember Elvig stated that he wanted it to be cleat' that they were not looking to adopt <br />fi'anchise Fees, but they were only looking for Future potential. <br /> <br />Councilmember Zimmerman stated that if they are going to hire two people because o~ the <br />demand of Town Center then maybe tlney should be requiring more of a deposit fi'om Ramsey <br />Town Center LLC to cover those costs. <br /> <br />City Administrator Norman replied that Ramsey Town Center LLC has stated that they are <br />willing to do that. <br /> <br />P66 <br /> <br />City Council/,~lay 13, 2003 <br /> Page 22 of 29 <br /> <br /> <br />
