At least 10% of the open space must be <br />shown as an easily identifiable common area for the use of the surrounding residents. The <br />development is proposing l acre of open space, which eqnates to 74% open space. This plat is <br />the second phase to Alpine Acres, which contains several nodes of identifiable common open <br />space areas. <br /> <br />S t(),'mwn ter Management Fee: The City has enacted a storrnwater managemer2 ~ee of $375.00 <br />per unit. A payment in tile anlotlllt of $2,250 will be required prior to the City releasing the plat <br />]:bi' t'ecording. <br /> <br />Tree Preservation Plan: A tree preservation plan was not submitted to the City. However, there <br />does appear to be some existing trees shown on the landscaping plan. It is unciem: whether any <br />o1" these existing trees are going to be preserved. This needs to be clarified and the preliminary <br />plat revised accordingly. <br /> <br />Densitw Transitionin.g: City Ordinances require a transition between higher density <br />developnlents and lower density developments. The subject development is required to provide <br />density transitioning along the western and northwestern edge of the development as it is located <br />adjacetnt to existing singte-lkmily homes. The preliminary plat is proposing to satisfy density <br />[ransitioning tlnrough the landscape buffer option. The buffer area'is required to be"a ~wenty-five <br />(25') I"oot wide area located along the common boundary. <br /> <br />The not'them boundary of the dev. e. Iopment abutting existing single-family hornes is roughly 180 <br />feet. This results in the need for four (4) conifers, four (4) deciduous overstory trees, and three <br />(3) ornamentals. The [andscaping plan dated April 30, 2003 does not specify which plantings are <br />being used to f'uffi[1 the density transitioning requirements. However, within the twenty-five foot <br />buffer area, there are four (4) deciduous overstory trees, three (3) .ornamentals, and one conifer. <br />Therefore, to fulfill tile density transitioning requirement/:bt the nordmrn boundary, an additional <br />three (3) conilfers r~eecl to be installed. <br /> <br />The western bounclary of tile clevetopment abutting an existing single family house is roughly <br />200 'feet. To 2dfilI the density transitioning requirements for this common boundary, there needs <br />to be four (4) conifers, four (4) deciduous overstory trees, and four (4) ornarnentals. Again, the <br />current plan does not speci'[y which trees m'e being used to fulfill these requirements. However, <br />within the twenty-five foot buffer area, the plan does show five (5) conifers, four (4) deciduous <br />overstory trees and no ornamentals. Thus, a minimum of four (4) ornamental trees need to be <br />installed to satisfy density transitioning requirements. <br /> <br />The City needs to receive and appro.v.e a revised plan specifically showing 'the density <br />transitioning plantings that, at a minimum, includes species and size of' trees to be planted. As <br />noted above in the landscaping sectibn, a greater mix of species should be utilized to help protect <br />agai nst pest/pathogen infestations that cart devastate monoculture plantings. <br /> <br />85 <br /> <br /> <br />
