It is anticipated that the town_house exterior materials will consist of vinyl siding and brick
accents, however the developer needs to provide staff with the necessary information.

The landscaping plan is. generally acceptable provided that the plan is revised to include some
additional plantings in order to comply with the number of required plantings established in City
Code. Staff is also recommending that the species palette be revised to include a larger variety of
plantings.

As addressed in the preliminary plat case, the development is subject to dens/t3;, transitioning
requirements. The R-2 Medium Density District also requires a 30-foot wide landscape
bufferyard where a lower density development abuts a proposed higher density development. As
noted in the review letter, the R-2 district screening and density transitioning requirements
conflict with one another. City Staff and the Environmental Policy Task Force (EPTF) are
currently reviewing the screening requirements established in City Code to provide for a more
effective and efficient means of requiring additional plantings within the buffer corridor. Staff is
suggesting that the density transitioning requirements be adhered to at this time until the EPTF
and staff can re-evaluate the required number of plantings to satisfy screening requirements.

Recommendation:

City Staff recommends site plan approval subject to compliance with the City Staff Review
Letter dated May 30, 2003, approval of a Comprehensive Plan Amendment to change the subject
properties Iand use designation to medium density residential, the property being rezoned to R.-2
Medium Density Residential, and preliminary plat approval of Alpine Acres 2nd Addition.

Commission Action:

Motion to recommend that the City Council approve the site plan contingent upon compliance
with City Staff R.eview Letter dated May 30, 2003, approval of a Comprehensive Plan
Amendment to change the subject properties land use designation to medium density residential,
the property being rezoned to R.-2 Medium Density Residential, and preliminary plat approval of
Alpine Acres 2nd Addition.

-or-

Motion to recommend the City Council deny the proposed preliminary plat.

Review Cheeldist:
Community Development Director
Principal Plarmer
City Engineer

PC 06/05/03

88
