The R-2 district stipulates that a thirty (30) foot wide bufferyard be included <br />anywhere that a proposed higher density zoning district abuts a lower density zoning district. <br />Within the bufferyard, an additional 10%. percent of landscaping is required based on the <br />minimum landscape plantings. This would result in an additional 121 plantings along the <br />common boundary in the southwestern corner of the proposed development. <br /> <br />The plans do show a total of fifty-three (53) additional plantings along the common boundary. <br />Furthermore, accordink to the plans submitted, there are a couple of areas along this common <br />boundary that are slated for tree preservation. However, the submitted tree preservation plan <br />does not provide information pertaining to the number, species, or size of trees that will be <br />preserved. Until the City receives a more detailed tree preservation plan, it cannot be determined <br />whether additional plantings will be needed to fulfill the screening requirement or if the <br />preserved trees will be sufficient. <br /> <br />It should be noted that the R~2 district screening and density transitioning requirements conflict <br />with one another. City Staff and the Environmental Policy Task Force CEPTF) are currently <br />reviewing the screening requirements established in City Code to prOvide for a more effective <br />and efficient means of requiring additional' plantings within the buffer corridor. 'Therefore the <br />required plantings required to comply with screening requirements may change. <br /> <br />Ground Cover/Irrigation: The development is required to establish sod in all areas not <br />improved with structures or pavement. An irrigation system will need to be provided throughout <br />the development where sodded and landscaped areas, will be established. The proposed irrigation <br />system will need to be reviewed and approved by the City Engineer. <br /> <br />Mailbox Location: The placement of mailboxes for the towhome units should be located along <br />the private streets when possible. Location of mailboxes along public streets will need to be <br />clustered and is subject to the review and approval of the Streets Supervisor. <br /> <br />Address Signage: The City will be requiring an address location sign (specifying the units <br />addresses) to be placed at the entrance of ali private streets. The required signage will assist <br />emergency services in locating a specific unit when called to the site. The address signage is <br />subject to the review and approval of the City Engineer and Police Chief. <br /> <br />REU Number: The City has enacted a quarterly drainage utility charge that is applicable to the <br />proposed development. The total quarterly drainage utility charge for the development will be <br />provided at the time the City receives the necessary information. <br /> <br />Other Permits: The developer is responsible for obtaining any permits required from other <br />regulatory agencies. .- <br /> <br />The Planning Commission will be meeting at 7:00 p.m. on Tuesday, May 20, 2003, at Ramsey <br />Fire Station #2, to review your site plan.
