92 <br /> <br /> Subd. 10. Banners. The use of harmers is permitted in any commerciaI district <br />permanent wal! signage provided the banner is securely anchored and maintained in good repair, <br />including replacement or removal when weather damage is evident. The square footage dedicated to <br />banners is limited to fifty ($0%) of the total square footage allowance for wall signs. Facilities choosing <br />to utilize wall banners in addition to other permanent walI silage shall be required to obtain a separate <br />sign permit for the mmdmum square footage allowed for banners and payment of the permanent sign <br />fee. <br /> <br /> Subd. 11. Flags. The display of flags shall be permitted in ali districts. However, <br />the total square foot. age area of any flags used as advemising copy or as attentibn getting devices for <br />commercial purposes shall be considered as permanent silage and counted towards the total allowable <br />sign area permitted by this Section for the parcel on which the flag(s) is displayed. Flag height is <br />festered to twenty-five (25) feet. <br /> <br /> Subd. 12. Directional Signs. Directional or insu'uctioned signs are restricted to on- <br />site direction and insr. ruction, with the exception of govern.mental signs, temporary real estate signs and <br />public event signs, and shall not exceed four (4) square feet in size. Such signs shall only provide <br />direction or inst:~action to guide persons to facilities intended to serve the public. <br /> <br />Subd. 13. Maintenance <br /> <br />The surface and structure of all signs must be kept refmished as necessary to <br />prevent the sisn surface from becoming unkempt in appearance. The Zoni: <br />Administrator shall use the following guidelines to determine if the sign ~ <br />unkempt: evidence of rust, peeling paint, structural damage, message damage, <br />and/or weathering. <br /> <br />When any sig-n for which a permit is required is removed, the Zoning Administrator <br />shall be notified and the entire sign and its components shall be removed. <br /> <br />The pe~wnit owner shall be responsible for all of the requirements of this Section, <br />including the liability for expense of removal and maintenance incurred by the City. <br /> <br />Subd. I4. Sign Content <br /> <br />No sign shall contain obscene images or statements in violation of Minnesota <br />Statute §617.241. <br /> <br />9.12.04 Prohibited Signs <br /> <br /> Subd. 1. <br />signs are prohibited. <br /> <br />"A" Frame or Sandwich Board Signs.
